APPLICANT REQUESTS THAT:

1.  The Assignment History section  of  the  Officer  Selection  Brief
(OSB) for the Calendar Year 2003A (CY03A) Lieutenant  Colonel  Central
Selection Board be corrected to include his assignments as  Chief,  E-
4B/ABCCC Requirements, AC2ISRC, HQ ACC, for the period 29 Jun 01 -  31
May 02; as Chief, E-4B/ABCCC Requirements, AFC2ISRC, HQ USAF, for  the
period 1 Jun 02 - 31 Jul 02;  and  as  E-4B  Program  Element  Monitor
(PEM), ACC/DRR, HQ ACC, for the period 1 Aug 02 - Present.

2.  The Decorations section of the CY03A OSB reflect  receipt  of  the
Joint Service Achievement Medal (JSAM) for the period 14 May  02  -  7
Aug 02.

3.  He be granted Special Selection Board (SSB) consideration for  the
CY03A board.

APPLICANT CONTENDS THAT:

The OSB does not accurately depict his assignment  history  or  career
progression.  The JSAM reflects the additional breadth of  supervision
and responsibility of his joint assignment.   He  made  numerous,  but
unsuccessful, attempts to correct his records.

STATEMENT OF FACTS:

The applicant is currently serving on  extended  active  duty  in  the
grade of major.

The JSAM for the period 14 May 02 -  7  Aug  02  was  awarded  to  the
applicant on 10 Oct 02.

The applicant was considered but not selected  for  promotion  to  the
grade of lieutenant colonel by the CY03A  Lieutenant  Colonel  Central
Selection Board, which convened on 8 Jul 03.  The OSB did not  reflect
receipt of  the  JSAM  in  the  Decorations  section.   The  last  two
assignments on the OSB were:  E-4B and ABCC (PEM), AFC2ISRC, effective
29 Jun 01; and E-4B (PEM), HQ ACC, effective 1 Aug 02.

HQ AFPC/DPAO and DPAOM6 confirmed the applicant’s duty history  should
have reflected  the  assignments  he  requests  in  this  appeal  (See
Exhibits C and D).

AIR FORCE EVALUATION:

HQ  AFPC/DPAO  and  HQ  AFPC/DPAOM6   provide   technical   advisories
recommending the applicant’s  duty  history  and  OSB  be  updated  as
requested.

Complete  copies  of  the  evaluations  are  at  Exhibits  C  and   D,
respectively.

HQ AFPC/DPPPO asserts the applicant did not follow up  to  ensure  the
errors had been  corrected  in  the  military  personnel  data  system
(MilPDS), which would have been subsequently  reflected  on  his  OSB.
Further, since the applicant was aware the corrections  had  not  been
made to his record, he could  have  written  a  letter  to  the  board
members  informing  them  of  the  accurate  information.   They  have
verified he elected not to do so.  Denial is recommended  because  the
applicant did not exercise reasonable diligence in ensuring his record
was correct.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Complete copies of the Air Force evaluations  were  forwarded  to  the
applicant on 3 Sep 04 for review and comment within 30  days.   As  of
this date, this office has received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Sufficient relevant evidence has been presented  to  demonstrate
the existence of error or injustice warranting SSB consideration  with
the requested corrections made to  the  applicant’s  OSB  and  Officer
Selection  Record.   The  applicant  asserts  he  made  numerous,  but
unsuccessful,  attempts  to  correct  his  records  before  the  CY03A
selection board convened; however, he does not provide evidence of his
efforts.  Nonetheless, the Board notes  the  errors  relating  to  his
record occurred during the well-known disruptive period when  the  Air
Force was transitioning to a new personnel data system.  We are  aware
of many individuals who repeatedly attempted to update and/or  correct
their records  without  timely  success.   Since  the  errors  in  the
Assignment  History  and  Decorations  sections  may  have   adversely
affected his promotion opportunity, we conclude the  applicant  should
be afforded the benefit of the doubt.   Therefore,  we  recommend  his
records be corrected as indicated below with SSB consideration for the
CY03A selection board.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT, be corrected to show that the Officer Selection
Brief (OSB) for the Calendar Year  2003A  (CY03A)  Lieutenant  Colonel
Central Selection Board was amended as follows:

      a.  The  Assignment  History  section  reflects  the  following:
effective 29 June 2001, Chief, E-4B/ABCCC  Requirements,  AC2ISRC,  HQ
ACC; effective 1 June 2002, Chief, E-4B/ABCCC Requirements,  AFC2ISRC,
HQ USAF; and effective 1 August 2002,  E-4B  Program  Element  Monitor
(PEM), ACC/DRR, HQ ACC.

      b.  The Decorations section reflects award of the Joint  Service
Achievement Medal (JSAM) for the period 14 May 2002 - 7 August 2002.

      c.  The citation accompanying the JSAM  for  the  period  ending
7 August 2002 was accepted for file on 1 July 2003.

It is further recommended that he be considered for promotion  to  the
grade of lieutenant colonel by a Special Selection Board for the CY03A
Lieutenant Colonel Central Selection Board.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to     , be corrected to show the Officer Selection
Brief (OSB) for the Calendar Year 2003A (CY03A) Lieutenant Colonel
Central Selection Board was amended as follows:

           a.  The Assignment History section reflects the following:
effective 29 June 2001, Chief, E-4B/ABCCC Requirements, AC2ISRC, HQ
ACC; effective 1 June 2002, Chief, E-4B/ABCCC Requirements, AFC2ISRC,
HQ USAF; and effective 1 August 2002, E-4B Program Element Monitor
(PEM), ACC/DRR, HQ ACC.

           b.  The Decorations section reflects award of the Joint
Service Achievement Medal (JSAM) for the period 14 May 2002 - 7 August
2002.

           c.  The citation accompanying the JSAM for the period
