APPLICANT REQUESTS THAT:
His DD Form 214 (Certificate of Release from Discharge or Active Duty) be
changed to indicate active duty service was in direct support of Operations
Enduring Freedom/Noble Eagle.

APPLICANT CONTENDS THAT:
He was in direct support of Operations Enduring Freedom and Noble Eagle and
would like his DD Form 214 to reflect the change.

STATEMENT OF FACTS:
During the time period in question, the applicant was in the Air Force
Reserves and entered active duty on 23 May 2002 in the grade of master
sergeant effective and with a date of rank of 1 May 2002.
Special Order A-146, dated 31 May 2002 ordered the applicant to active duty
to serve partial mobilization for a tour length from 31 May 2002 to 27
September 2002.
Special Order TE-0056, dated 31 May 2002, indicates the purpose of the
applicant’s mission was to participate in Operation Southern Watch,
effective 31 May 2002.
On 27 September 2002, the applicant was honorably discharged in the grade
of master sergeant, under the provisions of AFI 36-3208 (Release Due to
Demobilization). He served 3 months and 27 days this enlistment.
The applicant’s DD Form 214 indicates he served in support of Operation
Southern Watch.

AIR FORCE EVALUATION:
AFRC/DPM recommended denial. They indicated the contingency order on the
applicant indicates the purpose of his active duty was to participate in
Operation Southern Watch. The DD Form 214 for the period of 31 May 2002
through 27 September 2002 correctly indicates the applicant’s active duty
service was in support of Operation Southern Watch.
If the Board decides to grant the relief sought, their office should be
directed to issue a DD Form 214 which indicates the applicant performed
active duty service in direct support of Operation Enduring Freedom/Noble
Eagle.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 30 April 2004, a copy of the Air Force evaluation was forwarded to the
applicant for review and response within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or an injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force and adopt their
rationale as the basis for our conclusion that the applicant has not been
the victim of an error or injustice. Special Order A-146, dated 31 May
2002 ordered the applicant to active duty to serve partial mobilization for
a tour length from 31 May 2002 to 27 September 2002. Special Order TE-
0056, dated 31 May 2002, indicates the purpose of the applicant’s mission
was to participate in Operation Southern Watch, effective 31 May 2002.
There are no documents in the applicant’s military personnel records which
indicate he was in direct support of Operations Enduring Freedom and Noble
Eagle. Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought.

The applicant be notified that the evidence presented did not demonstrate
the existence of an error or an injustice; that the application was denied
without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
