APPLICANT REQUESTS THAT:
The diagnosis of borderline personality disorder (BPD) be removed from her
records.

THE APPLICANT CONTENDS THAT:
She has never had BPD and the diagnosis is incorrect. BPD is a lifelong
condition and testing completed prior to her entering the military
indicated she did not have the condition.
In support of the appeal, applicant submits copies of her medical records,
psychological test results, and letters from a psychiatrist and
psychologist.

STATEMENT OF FACTS:
The applicant was placed on the Temporary Disability Retired List (TDRL) on
2 January 2003, based on the diagnoses of Bipolar Disorder and BPD, rated
at 30% (including a 20% deduction for personality disorder). She underwent
TDRL psychiatric reevaluation on 13 February 2004. Although the
psychiatrist stated that he did not note features typical of BPD, he listed
the diagnosis on Axis II of the final psychiatric diagnosis and recommended
personality testing.

AIR FORCE EVALUATION:
The BCMR Medical Consultant recommends that BCMR action be delayed until
permanent Air Force disability disposition has been made and recommends she
be evaluated by the Department of Psychiatry at Wilford Hall Medical Center
to address the diagnostic issues affecting her disability rating, at the
time of her next TDRL re-evaluation. The BCMR Medical Consultant states,
in part, that there are conflicting mental health opinions, with regard to
whether, in addition to Bipolar Disorder, she has BPD.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the applicant
on 5 May 2004 for review and response within 30 days. However, as of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the AFBCMR Medical Consultant and
adopt his rationale as the basis for our conclusion that BCMR action should
be delayed until permanent Air Force disability disposition has been made,
during which time she will be evaluated by the Department of Psychiatry at
Wilford Hall Medical Center as part of her next TDRL reevaluation.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend the diagnosis of borderline personality
disorder (BPD) be removed from her records at this time. Further, since
she is being paid at the 50% rate while on the TDRL, rather than the 30%
rate, the current rating deduction of 20% for the non-compensable
personality disorder has not affected the compensation she is receiving.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
