APPLICANT REQUESTS THAT:

He be promoted to the grade of captain in 1945 upon separation  from  active
duty or in 1950, after serving an additional five years in the Reserve.

STATEMENT OF FACTS:

On 5 November 2001, the Board reconsidered applicant’s request  that  he  be
promoted to the grade of captain in 1945 upon separation  from  active  duty
or in 1950, after serving an additional five  years  in  the  Reserve.   The
Board found insufficient evidence of an error or injustice  and  denied  the
application.  For an accounting of the facts and  circumstances  surrounding
the application, and the rationale of the earlier  decision  by  the  Board,
see Exhibit J.

In letters, dated 21 October and 5 December  2003,  and  1  June  2004,  the
applicant requests reconsideration of his request  and  provides  additional
documentation.  The applicant’s complete submissions are at Exhibit K.

THE BOARD CONCLUDES THAT:

After thoroughly  reviewing  the  evidence  of  record  and  the  additional
documentation provided by applicant, we find  sufficient  relevant  evidence
has been presented to demonstrate the existence of  error  or  injustice  to
warrant his promotion to the grade of captain effective 1  July  1945.   The
former  commanding  officer  of  the  67th  Bomb  Squadron  has  provided  a
statement indicating that he approved  the  recommendation  to  promote  the
applicant to the grade  of  captain  and  forwarded  the  paperwork  through
proper channels for processing  in  January  1945;  however,  prior  to  his
promotion  paperwork  returning,  the  applicant  completed  his  tour   and
departed the squadron.  In view of this, and given  his  officer  rating  of
“excellent,” we believe his records should be corrected to show that he  was
promoted to the grade of captain effective 1 July 1945,  when  he  completed
the requisite time in  grade  requirements  for  promotion.   Therefore,  we
recommend the applicant’s records  be  corrected  to  the  extent  indicated
below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT be corrected to show that on 1 July 1945, he  was  promoted  to
the grade of captain.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the Department of the Air Force
relating to XXXXXXX, XXXXXXX, be corrected to show that on 1 July 1945, he
was promoted to the grade of captain.
