APPLICANT REQUESTS THAT:
Her separation program designator (SPD) code of “KDF” (Pregnancy or
Childbirth - Discharge) be changed to “MDF” (Pregnancy or Childbirth -
Release).

APPLICANT CONTENDS THAT:
An Air Force recruiter told her that her SPD code did not match the
narrative reason for discharge and was therefore invalid.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 16 Apr 97 as an
aircraft armament systems apprentice at Moody AFB GA. She was promoted
to airman first class on 16 Aug 98.
AF Form 100, Request & Authorization for Separation, dated 9 Sep 98,
reflects that the applicant was to be honorably discharged, not
released, from active duty effective 13 Oct 98. However, the
applicant’s AF Form 988, Leave Request/Authorization, dated 1 Oct 98,
requests terminal leave from 5 to 23 Oct 98. The applicant’s file does
not contain an AF Form 31, Airman’s Request for Early
Separation/Separation Based on Change in Service Obligation.
The applicant was honorably discharged for pregnancy/childbirth under
the provisions of AFI 36-3208 on 23 Oct 98 with one year, six months
and eight days of active service.

AIR FORCE EVALUATION:
HQ AFPC/DPPRS advises that if a member wants to be released to fulfill
a military service obligation (MSO) in the Reserves, he/she must
request it in writing prior to discharge. The applicant’s personnel
record does not contain a request for release; therefore, she was
discharged and her SPD code of “KDF” is correct and valid. No change
in her SPD code is warranted and her request should be denied.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the
applicant on 1 Aug 03 for review and comment within 30 days. As of
this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
evidence of record and the applicant’s submission, we are not
persuaded that her SPD code needs to be amended. As the Air Force
advised, the SPD code of “KDF” is valid because the applicant was
discharged, not released, from active duty for pregnancy. We therefore
agree with the recommendations of the Air Force and adopt the
rationale expressed as the basis for our decision that the applicant
has failed to sustain his burden of having suffered either an error or
an injustice. In view of the above and absent persuasive evidence to
the contrary, we find no compelling basis to recommend granting the
relief sought.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
