APPLICANT REQUESTS THAT:
He be awarded the Distinguished Flying Cross (DFC).

RESUME OF CASE:
On 30 May 2002, the Board considered applicant’s request for award of the
DFC and Air Medal, Third Oak Leaf Cluster (AM, 3 OLC). The Board found
sufficient evidence warranting award of the AM, 3 OLC. However, in view of
the 1944 change in the policy for award of the DFC, and in the absence of
evidence that he was recommended and approved for award of the DFC, the
Board found insufficient evidence to recommend awarding him the DFC
(Exhibit E).
In a letter, dated 25 August 2002, the applicant requested reconsideration
of his request for award of the DFC and provided additional evidence
(Exhibit F).

THE BOARD CONCLUDES THAT:
After reviewing the additional documentation submitted by the applicant, we
find sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice warranting award of the DFC. In this
respect, we note that in 1944, the total number of missions required for
completion of a combat tour and award of a DFC was increased from 25 to 35.
However, based on the documentation provided by the applicant, it appears
that individuals who began their combat tours in 1943 and completed their
25 missions sometime in 1944 were considered to have completed their tour
of combat duty and were awarded the DFC. In view of this, and since the
applicant did complete 25 combat missions, we recommend his records be
corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that on 11 September 1944, he was awarded
the Distinguished Flying Cross, for meritorious achievement, while serving
as an Aerial Gunner and Aircraft Armorer on B-17 airplanes on many
bombardment missions over enemy occupied Continental Europe.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 11 September 1944, he
was awarded the Distinguished Flying Cross, for meritorious achievement,
while serving as an Aerial Gunner and Aircraft Armorer on B-17 airplanes on
many bombardment missions over enemy occupied Continental Europe.
