APPLICANT REQUESTS THAT:
His reenlistment on 17 July 2001 be voided and a constructive
reenlistment of 20 January 2002 be granted to qualify for a Selective
Reenlistment Bonus (SRB).

APPLICANT CONTENDS THAT:
Over the past seven months, he had made multiple visits to his local
military personnel flight (MPF) reenlistment section to check the
status of a reenlistment bonus contracted to him on 17 July 2001. He
has exhausted all local means to have this matter taken care of in the
most expeditious of manners. It is his opinion that the Air Force has
failed to honor its contracted obligations, and therefore ask for a
new contract be produced and adhered to under the current reenlistment
provisions. He feels he has been as patient as he can on this matter,
and can no longer afford the loss of unpaid funds.
In support of his application, he submits a copy of his DD Form 4/1,
Enlistment/Reenlistment Document and copies of his leave and earning
statements.

STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in the
grade of technical sergeant (E-6).
The applicant reenlisted on 17 July 2001 for four (4) years with a
Zone C, Multiple 0.5 Selective Reenlistment Bonus to obtain
retainability.
The MPF processed a transaction on this applicant and due to MilPDS
problems it rejected 17 November 2001. As of 22 April 2002, the
applicant was paid $1,686.60 for a Zone C, Multiple 0.5 SRB for a
total of 3 years.

AIR FORCE EVALUATION:
AFPC/DPPAE recommended disapproval. The Air Force did not fail to
honor its obligations. Due to system problems that are being actively
worked on a daily basis, member did not receive his SRB at the time of
his reenlistment. However, now that DFAS has taken action on this
member's record, member will receive all back pay associated with this
reenlistment. Additionally, member reenlisted to obtain
retainability, not to maximize his SRB.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
29 June 2002 for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case and
to include the fact that DFAS is taking action on the member's record
to insure that he will receive all back pay associated with his
reenlistment. Therefore, we agree with the opinion and recommendation
of the Air Force and adopt their rationale as the basis for our
conclusion that the applicant has not been the victim of an error or
injustice. Therefore, in the absence of evidence to the contrary, we
find no compelling basis to recommend granting the relief sought in
this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
