The applicant requests he be awarded the Purple  Heart  (PH),  Purple  Heart
w/1 OLC, Prisoner of War Medal, Presidential Unit Citation  (PUC),  American
Defense Service Medal, World War II Victory  Medal,  and  certificates  from
the Army Air Corps.  The applicant's submission is at Exhibit A.

The appropriate Air Force office evaluated applicant's  requests  and  found
that the applicant is authorized the Purple Heart  Medal  (Basic),  Prisoner
of  War  Medal,  American  Defense  Service  Medal,  European-African-Middle
Eastern Campaign Medal and the World War  II  Victory  Medal.   On  13  June
2001, a request for a formal presentation was sent to the  nearest  protocol
office.

However, a thorough review of the documentation  enclosed  in  his  military
personnel record and additional documentation  provided,  the  Purple  Heart
Review Board disapproved the applicant’s request for the Purple Heart  Medal
First Oak Leaf Cluster.  Additionally, the appropriate Air Force office  was
not able to determine the applicant’s entitlement to the  Presidential  Unit
Citation.

The  appropriate  Air  Force  office  evaluated  applicant's  requests   and
provided an advisory opinion to the Board  recommending  the   request   for
the  PH (1OLC) and the PUC be denied  (Exhibit  C).  The  advisory  opinions
were forwarded to the applicant for review and response (Exhibit D).  As  of
this date, this office has received no response.

After  careful  consideration  of  applicant's  request  and  the  available
evidence of record, we find insufficient evidence of error or  injustice  to
warrant corrective action.  The facts and opinions stated  in  the  advisory
opinion appear to be based on the evidence  of  record  and  have  not  been
adequately rebutted by applicant.  Absent persuasive evidence applicant  was
denied rights to which entitled, appropriate regulations were not  followed,
or appropriate standards were not applied, we find no basis to  disturb  the
existing record.

Accordingly, applicant's request is denied.

The  Board  staff  is  directed  to  inform  applicant  of  this   decision.
Applicant should also be informed that this decision is final and will  only
be reconsidered upon the presentation of new  relevant  evidence  which  was
not available at the time the application was filed.
