APPLICANT REQUESTS THAT:
His records be corrected to reflect that he was authorized a Do-It-
Yourself (DITY) move incentive payment for the personal property he
transported from Italy to England by privately owned vehicle (POV).

APPLICANT CONTENDS THAT:
He was denied a DITY Move incentive payment either as a result of
miscounseling or a misinterpretation of the Joint Federal Travel
Regulations (JFTR).
In support of his appeal the applicant provided copies of his
application for a DITY Move and Counseling Checklist, permanent change
of station (PCS) orders, a JFTR message change, a JFTR appendix, and
other documents associated with the matter under review.

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) indicates
that the applicant is currently serving on active duty in the grade of
senior master sergeant, having been promoted to that grade on 1 Oct
99. His Total Active Federal Military Service Date (TAFMSD) is 4 Dec
79.
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of the Air
Force. Accordingly, there is no need to recite these facts in this
Record of Proceedings.

AIR FORCE EVALUATION:
The Joint Personal Property Shipping Office - San Antonio, JPPSO-SAT,
noted that the applicant PCS’d from Aviano Air Base (AB), Italy to
Mildenhall Royal Air Force (RAF), United Kingdom. In conjunction with
his PCS, he requested and received permission to move part of his
personal effects via the DITY method. On 9 Jun 00, the Traffic
Management Office (TMO) at Aviano AB accomplished the DITY application
authorizing the DITY move. He obtained proper weight tickets and
transported the goods to England via POV. When he attempted to
collect the DITY incentive at Mildenhall AB, he was informed that DITY
moves between Italy and England are not authorized.
According to JPPSO, the JFTR stipulates that DITY moves requiring
transoceanic transportation are not authorized. Appendix A, defines
transoceanic travel as travel that, if performed by surface means of
commercial transportation over a usually traveled route requires the
use of oceangoing ships. Since the applicant was able to drive his
POV from origin to destination using surface means, with exception of
the ferry to cross the English Channel from France to England, they
don't believe his travel falls under the definition of transoceanic
transportation. Since he obtained approval from the origin TMO prior
to making the move and he obtained the proper weight tickets, they
believe he should be allowed the DITY incentive for the 220 pounds he
transported by POV.
If the Board agrees, JPPSO recommends the records state the applicant
was authorized by competent authority to perform a DITY move from
Aviano AB, Italy, to Mildenhall AB, England, and that he was entitled
to incentive pay for the 220 pounds he transported by POV.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 9 Apr
01 for review and response. As of this date, no response has been
received by this office (Exhibit C).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. Having carefully reviewed
this application, we agree with the recommendation of JPPSO and adopt
their rationale as the basis for our decision that the applicant has
been the victim of an error or an injustice. We noted the applicant’s
assertion that he was denied a DITY move incentive payment of $491.48.
However, since the evidence of records indicates that he only
transported 220 pounds by POV, it appears that he would only be
entitled to an incentive payment of $136.69. Accordingly, we
recommend that the applicant’s records be corrected as indicated
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that competent authority
authorized a Do-It-Yourself (DITY) move from Aviano AB, Italy, to
Mildenhall AB, England, under the authority of Special Order AB-17903,
and that he was entitled to a DITY move incentive payment for the 220
pounds he transported by POV.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that that competent authority
authorized a Do-It-Yourself (DITY) move from Aviano AB, Italy, to
Mildenhall AB, England, under the authority of Special Order AB-17903,
and that he was entitled to a DITY move incentive payment for the 220
pounds he transported by POV.
