APPLICANT REQUESTS THAT:
His Officer Selection Brief (OSB) be corrected to reflect his Armed
Forces Staff College (AFSC), Joint Professional Military Education
(PME) Phase II in the PME section and that he be considered for
promotion to colonel by the next Special Selection Board (SSB).

APPLICANT CONTENDS THAT:
His OSB did not reflect his AFSC, JPME Phase II in the PME Section
thus his records were presented in error and not in accordance with 10
USC 663.

STATEMENT OF FACTS:
Applicant is currently serving on active duty in the grade of
lieutenant colonel.
Applicant was considered, but not selected for promotion to the grade
of colonel by the CY00A colonel’s board.
Applicant’s OPR profile as a lieutenant colonel is listed below.

AIR FORCE EVALUATION:
The Chief, Assignment Procedures Section/Joint Officers Matters,
Directorate of Assignments, HQ AFPC/DPAPP1, reviewed this application
and states the applicant believes that since his AFSC was not listed
in the PME section the board may have been prejudiced on the levels of
PME he had completed. DPAPP1 states that AF/DP approved the masking
of AFSC on OSBs for officers who graduated after 30 Jun 90. This
decision eliminated the perception among the joint officers that
attending AFSC was a link to being promoted. Completion of AFSC is
now considered as an assignment instead of a PME type course. Since
AFSC is no longer documented on the OSB, a training report will be
indefinitely maintained in the Officer Selection Folder as
verification of attendance at AFSC.
A copy of the Air Force evaluation is attached at Exhibit C.
The Acting Chief, Appeals and SSB Branch, HQ AFPC/DPPPA, states that
the applicant has submitted with his appeal documents that explains
why AFSC is no longer an authorized entry on OSB. Several of the
applicant’s attachments stated that “AFSC is an assignment related
course not PME, per se.” The applicant acknowledged that although
AFSC was not displayed on his OSB, there was a training report filed
in his officer selection record (OSR) verifying his successful
completion of AFSC. DPPAP e-mail message to the applicant stated,
“Since a requirement to become a joint service officer (JSO) is
completion of AFSC (with few exceptions) and JPME Phase II was
documented in the PME section of the OSB, a perception existed that
there was a linkage between attending AFSC and getting promoted.
Removal of JPME II from the OSBs alleviated the perception among joint
officers that attendance at AFSC is a promotion discriminator.” DPPPA
attached the staff summary sheet from AF/DP approving the masking of
AFSC from the OSB. DPPPA concurs with the DPAPP1 advisory and
recommends denying the applicant’s request.

APPLICANT'S REVIEW OF AIR STAFF EVALUATION:
On 22 Nov 00, copies of the Air Force evaluations were forwarded to
the applicant for review and response within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. After a thorough review
of the evidence of record and the applicant’s submission, the Board
agrees with the opinions and recommendations of the Air Force and
adopts their rationale as the basis for our conclusion that the
applicant has not been the victim of an error or injustice. In this
respect, we note that AF/DP approved the masking of AFSC on the OSBs,
to eliminate the presumption of promotion being linked to attending
AFSC for Joint Officers. AFSC was omitted from the OSB based on policy
and procedure that was established to ensure that joint officers who
are eligible for promotion are not treated any differently than other
individuals similarly situated. Since AFSC is no longer listed on the
OSB, a Training Report is placed in the member’s Officer Selection
Folder indefinitely as proof of completion of AFSC. Therefore, we find
no compelling basis to recommend granting the relief sought.

THE BOARD RECOMMENDS THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice;
that the application was denied without a personal appearance; and
that the application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.

He also believes he may have been nonselected because of a perception among the board members that he spent too much time at Kirtland AFB, NM. Had he properly reviewed his OPB at that time, he could have written a letter to the CY97C board president to ensure the information was present for the CY97C board's review - especially if the PME entry was important to his promotion consideration.
