APPLICANT REQUESTS THAT:

The Defense Meritorious Service Medal, First Oak Leaf Cluster (DMSM
1OLC), be included on the Officer Selection Brief (OSB) reviewed by
the CY99B Lieutenant Colonel Selection Board;

The inclusive dates for his assignment to Thailand  be  changed  to
read 12 Sep 97 - 15 Sep 99 rather than 23 Sep 89 - 15 Sep 99 in the
Overseas Duty History section of the CY99B OSB;

The inclusive dates for his assignment to Germany  be  included  in
the Overseas Duty History section of the CY99B OSB;

The current duty title of Assistant Air Attache, American  Embassy,
Thailand, effective 15  Sep  99,  be  included  in  the  Assignment
History section of the CY99B OSB; and

He be considered by a Special Selection Board (SSB)  for  promotion
to the grade of  lieutenant  colonel  by  the  CY99B  (30  Nov  99)
Lieutenant Colonel Selection Board.

APPLICANT CONTENDS THAT:

The reasons the applicant believes the records to be  in  error  or
unjust and the evidence submitted in support of the appeal  are  at
Exhibit A.

STATEMENT OF FACTS:

The relevant facts pertaining to this application,  extracted  from
the applicant’s military records,  are  contained  in  the  letters
prepared by the appropriate offices of the Air Force.  Accordingly,
there  is  no  need  to  recite  these  facts  in  this  Record  of
Proceedings.

AIR FORCE EVALUATIONS:

The NCOIC, Assignment Quality Control Procedures,  HQ  AFPC/DPAPP1,
reviewed this application with respect to the overseas duty history
and assignment history  and  verified  that  the  corrections  were
appropriate.  That office corrected the overseas duty  history  for
Thailand and Germany on 23 May 2000.  The duty title was  corrected
prior to their receipt of this application.   DPAPP1’s  evaluation,
with attachment, is at Exhibit C.

The Acting Chief, Appeals and SSB Branch, AFPC/DPPPAB,  recommended
denial, stating the errors were harmless administrative errors, and
that the correct information was readily available elsewhere in the
applicant’s record.  The complete evaluation, with attachments,  is
at Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATIONS:

Copies of the Air Force evaluations were forwarded to the applicant
on  30  June  2000,  for  review  and  response  within   30   days
(Exhibit E).  As of this date, no response  has  been  received  by
this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing
law or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to  demonstrate
the existence of probable error or injustice.   We  noted  the  Air
Force indicated that the applicant's Officer Selection Brief  (OSB)
prepared for review by the CY99B Lieutenant Colonel Selection Board
contained a number of errors which, in their  view,  were  harmless
administrative  errors  and  did  not  merit  reconsideration   for
promotion.  We disagree.  Although the errors have been  corrected,
at the time the board met, the OSB  did  not  reflect  the  correct
inclusive dates for his overseas duty assignment to  Thailand,  nor
did it reflect award of the DMSM 1OLC.  Moreover, his current  duty
assignment  as  the  Assistant  Air  Attache,   American   Embassy,
Thailand, and his overseas duty assignment to Germany were  missing
from the OSB.  While we cannot determine what impact  these  errors
and omissions would have had on the outcome of the CY99B board,  we
are persuaded that they deprived the applicant  of  full  and  fair
consideration.  In view of the foregoing and in an effort to remove
any possibility of an injustice to the applicant, we recommend that
his record,  to  include  his  corrected  OSB,  be  considered  for
promotion to the grade of lieutenant colonel by a Special Selection
Board (SSB) for the CY99B Lieutenant Colonel Selection Board.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the  Air  Force
relating to APPLICANT,  be  corrected  to  show  that  the  Officer
Selection  Brief,  prepared  for  the  CY99B  (30  November   1999)
Lieutenant Colonel Selection Board, be amended as follows:

      a.  Under the Assignment History Section, add the duty  title
of Assistant Air Attache,  American  Embassy,  Thailand,  effective
15 September 1999.

       b.  Under  the  Decorations   Section,   add   the   Defense
Meritorious Service Medal (DMSM), First Oak  Leaf  Cluster  (1OLC),
covering the period 11 September 1997 to 11 September 1999.

      c.  Under the  Overseas  Duty  History  Section,  change  the
inclusive dates for Thailand from “23 Sep 1989 - 15  Sep  1999”  to
“12 Sep 1997 - 15 Sep 1999”; and, add the overseas duty to Germany,
with inclusive dates of “23 Sep 1989 - 8 Aug 1994.”

It is further recommended that the applicant’s corrected record  be
considered for promotion to the grade of lieutenant  colonel  by  a
Special Selection Board for the CY99B Lieutenant Colonel  Selection
Board and any subsequent boards for  which  the  above  corrections
were not a matter of record.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:

      The pertinent military records of the Department of the Air
Force relating to, be corrected to show that the Officer Selection
Brief, prepared for the CY99B (30 November 1999) Lieutenant Colonel
Selection Board, be amended as follows:

            a.  Under the Assignment History Section, add the duty
title of Assistant Air Attache, American Embassy, Thailand,
effective 15 September 1999.

            b.  Under the Decorations Section, add the Defense
Meritorious Service Medal (DMSM), First Oak Leaf Cluster (1OLC),
covering the period 11 September 1997 to 11 September 1999.

            c.  Under the Overseas Duty History Section, change the
