APPLICANT REQUESTS THAT:
He be granted a Regular Air Force commission.
He be considered for promotion to Colonel (O-6) by Special
Selection Board (SSB).
He be granted selective continuation on active duty if not selected
for promotion to Colonel.

APPLICANT CONTENDS THAT:
His previously approved selective continuation on active duty to 24
years of Total Active Federal Commissioned Service (TAFCS) was
curtailed to 20 years when he was selected, in 1999, by an Army SSB
for promotion to lieutenant Colonel by the Army 1992 Reserve
Components Promotion Board.

STATEMENT OF FACTS:
The applicant is a Catholic Chaplain who previously served in the
Army Reserve and entered active duty in the Air Force as a Reserve
major in 1993. He accepted selective continuation on active duty
on 22 October 1998 after being nonselected for promotion to
lieutenant colonel twice.
As a result of an Army Board for Correction of Military Records
appeal, the applicant was considered and selected for promotion to
lieutenant colonel by an SSB for the 1992 Reserve Components
Promotion Board. The Air Force concurred with the Army decision
and the applicant’s orders were amended to reflect he entered
active duty in the Air Force in the grade of lieutenant colonel.
Since the applicant was no longer serving in a continued status,
his date of separation (DOS) was curtailed from 24 years of TAFCS
(30 Nov 04) to 20 years of Total Active Federal Military Service
(TAFMS) (30 Nov 00).
The applicant has been granted SSB consideration for promotion to
Colonel (O-6) for the CY97B (8 Dec 97) and CY98C (1 Dec 98) Colonel
Chaplain Selection Boards. If selected for promotion to Colonel by
either SSB or the CY00A Colonel Chaplain Selection Board (convenes
in July 2000) and he accepts a regular commission, the applicant’s
DOS will change to 30 Nov 10.
If not selected for promotion to Colonel, the applicant’s DOS will
remain 30 Nov 00.
If the applicant is given a regular commission as a lieutenant
colonel by the AFBCMR, his DOS will be 30 Nov 08.

AIR FORCE EVALUATION:
The Officer Program Management Section, AFPC/DPPPOC, reviewed this
application and recommends that the applicant’s selective
continuation be reinstated.
Based on the recommendation of the Chaplain Personnel Management
Division, AFPC/DPAH, they believe it is in the best interest of the
Air Force to reinstate the applicant’s 24 year DOS. They believe
it would be an injustice if the applicant were to retire prior to
receiving the results of his SSB considerations. Also, the
applicant is serving in a valid position in a critically manned
career field and, if not retained, AFPC/DPAH would not have anyone
to replace him in his current position.

The Chaplain Personnel Management Division, AFPC/DPAH reviewed this
application and recommends that the applicant’s selective
continuation be reinstated.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
for review and comment within 30 days. As of this date, no
response has been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice warranting corrective
action with respect to the applicant’s request for selective
continuation. The Board was persuaded by the recommendations of
the Air Force offices of primary responsibility that due to the
current shortage of Catholic Chaplains, it is in the best interest
of the Air Force to restore the applicant’s continuation on active
duty. We therefore recommend that the record be corrected to the
extent indicated below.
4. Insufficient relevant evidence has been presented to
demonstrate the existence of probable error or injustice in regard
to the applicant’s requests for a Regular Air Force commission and
consideration for promotion to colonel (O-6) by SSB. The board
noted that the applicant will have an opportunity for a Regular
Air Force commission if he is selected for promotion to colonel (O-
6) by one of the SSBs he is already scheduled to meet or by the
CY00A Colonel Chaplain Selection Board. Based on a review of the
evidence provided, we found no basis to favorably consider the
applicant’s request for a Regular Air Force commission. In
addition, since the applicant is already scheduled to meet the
SSBs he requested, no action is required by this Board with
respect to this portion of his application.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that, on 22 October
1998, as an exception to policy, he was offered and accepted
continuation in the Reserve grade of lieutenant colonel by the
CY98B Major Selective Continuation Board, with an established date
of separation of 30 November 2004.

He also requests promotion consideration by a Special Selection Board (SSB) by the CY00 board. He was advised by personnel since his duty title on his Promotion Recommendation Form (PRF) was correct, the board would have the correct information. Also, since the applicant was aware of the error and knew the information had not been corrected, he could have written a letter to the board informing them of his missing duty title.
