APPLICANT REQUESTS THAT:

1.  The  Citation  to  Accompany  the  Award  of  the   Air   Force
Commendation Medal (AFCM) be  included  in  her  Officer  Selection
Record (OSR);

2.  The Assignment History section on the Officer  Selection  Brief
(OSB) reviewed by the CY98B Major Selection Board be  corrected  to
show her current duty title as “Wing Executive Officer” rather than
“Protocol Officer;” and

3.  She be considered for promotion to the  grade  of  major  by  a
Special Selection Board (SSB) for the CY98B Major Selection  Board,
which convened on 6 April 1998.

APPLICANT CONTENDS THAT:

The reasons the applicant believes the records to be  in  error  or
unjust and the evidence submitted in support of the appeal  are  at
Exhibit A.

STATEMENT OF FACTS:

Information  extracted  from  the  Personnel  Data   System   (PDS)
indicates that the applicant was  appointed  a  second  lieutenant,
Reserve of the Air Force, on 31  May  1989.   She  was  voluntarily
ordered to extended active duty on the same date.  She is currently
serving on active  duty  in  the  grade  of  captain,  having  been
promoted to that grade, effective 31 May 1993.

Applicant's OPR profile for the last 10 reporting periods follows:

The OSB before the CY98B Major Selection Board indicated  award  of
the AFCM and her current position as “Protocol Officer,”  effective
29 Sep 1997.

Documentation in the applicant’s selection  record  indicates  that
she was awarded the AFCM for meritorious  service  for  the  period
30 March 1990 to 5 May 1992.  However, the  Citation  to  Accompany
the Award was not accepted for file until 20 December 1999.

Applicant was considered below the zone for promotion to the  grade
of major by the CY98B Major Selection Board.  She was not selected.


The OSB before the CY00A Major Selection Board indicated  award  of
the AFCM and her current  position  as  “Wing  Executive  Officer,”
effective 20 Feb 1998.

Applicant was selected for promotion to the grade of major  by  the
CY00A Major Selection Board, which convened on 24 January 2000.

AIR FORCE EVALUATIONS:

The Assignment Information Systems Branch, AFPC/DPAPS, stated  that
the applicant’s duty title,  “Wing  Executive  Officer,”  effective
20 February 1998, was not reflected in the duty history section  of
the OSB.  This error has been corrected and  DPAPS  concurred  with
the changes made to the PDS.  A complete copy of the evaluation  is
at Exhibit C.

The Appeals and SSB Branch, AFPC/DPPPA, agreed  that  the  citation
for the AFCM was not in the applicant’s  record  before  the  CY98B
Major Selection Board.  However, since it was listed  on  the  OSB,
board members were aware of its existence.  DPPPA also stated  that
the accomplishments noted in the citation were also included in the
OPRs covering the inclusive dates  of  the  decoration.   In  their
opinion, the absence of the citation does not constitute a material
error and  SSB  consideration  is  not  warranted.   Regarding  the
effective date of her duty title as “Wing Executive  Officer,”  the
applicant’s servicing MPF did not request the change  to  her  duty
title until May 1998, well after the board  convened.   A  complete
copy of the evaluation is at Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATIONS:

Copies of the advisory opinions were forwarded to the applicant  on
25 February and 3  March  2000,  for  review  and  response  within
30 days (Exhibit E).   As  of  this  date,  no  response  has  been
received by this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing
law or regulations.

2.  The application was timely filed.

3.  Insufficient  relevant   evidence   has   been   presented   to
demonstrate the existence of  probable  error  or  injustice.   The
applicant's contentions were duly noted.  However,  we  agree  with
the opinion and recommendation of the Appeals and  SSB  Branch  and
adopt the rationale expressed as the basis for our conclusion  that
the applicant has not been the victim of  an  error  or  injustice.
The AFCM was listed on her selection brief before the  CY98B  Major
Selection Board.  Additionally, the accomplishments for  which  she
was awarded the decoration were noted in  her  performance  reports
covering the inclusive dates of the decoration.   With  respect  to
the applicant’s contention that the duty title of  “Wing  Executive
Officer” should have been reflected as her current  duty  title  on
the selection brief before the CY98B Major Board,  the  duty  title
change was not approved until May 1998, after the Board’s convening
date of 6 April 1998.  Moreover, the additional rater’s  assessment
on the performance report closing 6 February 1998 (the  top  report
before the CY98B Major Board), indicates she “will be my new exec.”
 Therefore, in the absence of evidence to the contrary, we find  no
compelling basis to recommend granting the relief  sought  in  this
application.

THE BOARD DETERMINES THAT:

The applicant be notified  that  the  evidence  presented  did  not
demonstrate the existence of probable material error or  injustice;
that the application was denied without a personal appearance;  and
that the application will only be reconsidered upon the  submission
of newly discovered relevant  evidence  not  considered  with  this
application.
