APPLICANT REQUESTS THAT:
She be considered for promotion to the Reserve grade of Colonel by Special
Selection Board (SSB) for the Fiscal Year 1998 (FY98) Reserve of the Air
Force Colonel Selection Board.

APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be in error or unjust and
the evidence submitted in support of the appeal are at Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by the
appropriate office of the AIR FORCE. Accordingly, there is no need to
recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The Director of Personnel Program Management, HQ ARPC/DP, reviewed this
application and states that the applicant was considered but not selected
for promotion by the FY98 Air Force Reserve Colonel Selection Board which
convened on 20 October 1997. The applicant was awarded the Meritorious
Service Medal (MSM) for the period 13 February 1984 to 31 March 1997. She
states that it was submitted and processed but due to administrative
oversight, was not forwarded to HQ ARPC for inclusion in the promotion
folder until 14 November 1997. Special Order GA-012 awarding the MSM to
the applicant was published on 30 October 1997. Recommend denial of the
applicant’s request. The order awarding the MSM was published 30 October
1997, which was well after the adjournment of the FY98 board. Therefore,
they recommend denial of applicant’s request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the evaluation was forwarded to applicant on 12 October 1998, for
review and response within 30 days. As of this date, no response has been
received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. We recognize that the MSM in
question was not required to be a part of her record at the time she was
considered for promotion to the Reserve grade of colonel. However, in view
of the fact that the award closed out on 31 March 1997, we believe that the
award should have been processed in a more timely manner so that it could
have been a part of her record and considered by the FY98 colonel selection
board. In view of the above and to offset any possibility of any injustice
to the applicant, we recommend that her record, to include the contested
MSM, be considered for promotion to the Reserve grade of colonel by Special
Selection Board for the FY98 Board.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, to include the Meritorious Service Medal (MSM) for the period
13 February 1984 through 31 March 1997, be considered for promotion to the
Reserve grade of colonel by a Special Selection Board for the Fiscal Year
1998 Air Force Reserve Colonel Selection Board.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT to include the Meritorious Service Medal (MSM) for
the period 13 February 1984 through 31 March 1997, be considered for
promotion to the Reserve grade of colonel by a Special Selection Board for
the Fiscal Year 1998 Air Force Reserve Colonel Selection Board.
