Applicant requests that he be awarded the Purple Heart and that his
separation document be corrected to reflect wounds he received in
action. Applicant's submission is at Exhibit A.
On 25 May 1999, the Retirement Operations Section, AFPC/DPPRRA,
issued a DD Form 214 (Certificate of Release or Discharge from
Active Duty), replacing the WD AGO Form 53-55, Enlisted Record and
Report of Separation, issued to the applicant at the time of his
separation on 8 November 1945. The DD Form 214 administratively
corrected the applicant’s records to reflect his Prisoner of War
(POW) status in Germany (18 March 1945 to 7 May 1945), award of the
POW Medal, and correction of the applicant’s county, state, and
home address at the time of his entry into the Service.
The appropriate Air Force offices evaluated applicant's application
and provided advisory opinions to the Board recommending denial of
the applicant’s requests for award of the Purple Heart and
correction of his separation document to reflect wounds he received
in action (Exhibit C). The advisory opinions were forwarded to the
applicant for review and response (Exhibit D). Applicant's
response to the advisory opinions is at Exhibit E.
After careful consideration of applicant's request and the
available evidence of record, we find insufficient evidence of
error or injustice to warrant corrective action. The facts and
opinions stated in the advisory opinions appear to be based on the
evidence of record and have not been adequately rebutted by
applicant. We noted that the applicant indicated he had already
received the Purple Heart with his name engraved on the back of the
medal but that it was not listed on his separation documents.
However, other than his own mention, he has not presented any
evidence substantiating his contentions, such as copies of a
citation, orders, or a photocopy of the medal (front and back
sides). Based on the foregoing, and in the absence of evidence to
the contrary, we find no basis to disturb the existing record.
Accordingly, applicant's request is denied.
The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and
will only be reconsidered upon the presentation of new relevant
evidence that was not reasonably available at the time the
application was filed.

On 2 April 1944, the applicant was appointed a temporary second lieutenant (2LT), Air Corps, Army of the United States, and was voluntarily ordered to extended active duty. On 23 October 1945, the applicant was recommended for promotion to the grade of first lieutenant (1LT) based on his service record and because it was presumed that if he had not been a POW, he would have been promoted.
