The appropriate Air Force office evaluated applicant's request
and provided an advisory opinion to the Board recommending the
application be denied (Exhibit C). The advisory opinion was
forwarded to the applicant for review and response (Exhibit D).
As of this date, no response has been received by this office.
After careful consideration of applicant's request and the
available evidence of record, we find insufficient evidence of
error or injustice to warrant corrective action. The facts and
opinions stated in the advisory opinion appear to be based on the
evidence of record and have not been rebutted by applicant. The
Air Force states that although Block 15a of the DD Form 214
covers members who entered the service during the Veterans
Education and Assistance Program (VEAP) era, the applicant has
since enrolled in the Montgomery GI Bill program, and VEAP no
longer applies to him. The Air Force also states that Block 15a
of the DD Form 214 is no longer used by the Department of
Veterans Affairs and has no bearing on benefit entitlement.
Absent persuasive evidence applicant was denied rights to which
entitled, appropriate regulations were not followed, or
appropriate standards were not applied, we find no basis to
disturb the existing record.
Accordingly, applicant's request is denied.
The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and
will only be reconsidered upon the presentation of new relevant
evidence which was not reasonably available at the time the
application was filed.

Reference is made to your request for a correction to Block 15a of the DD Form 214.
Item 15a on the DD Form 214 indicates you did not contribute to the Post Viet-Nam era program
called Veterans Educational Assistance Program (VEAP). Although Item 15 pertains to
members who entered active duty between 1977 and 1985, that item is not used for any veterans
educational benefit program. Block 15a can remain as is since you have enrolled in the
Montgomery GI Bill program and it no longer applies to you.

The applicant's military service records contain a copy of a DD Form 214, with an effective date of 31 December 2003, that shows he was honorably retired from active duty after completing a total of 20 years and 19 days active service. The evidence of record shows that the applicant enrolled in the New GI Bill (i.e., the MGIB) on 3 March 1997. The DD Form 214 in use at the time of the applicants retirement from active duty is not designed to show an individuals contribution to the MGIB.
