Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her DD Form 214 to show she contributed to the Post-Vietnam Era Veterans' Educational Assistance Program (VEAP). 2. The applicant states she participated in the GI Bill and, upon separation, was eligible for GI Bill benefits. 3. The applicant provides copies of her DD Form 214 (Certificate of Release or Discharge from Active Duty) and a memorandum verifying her participation in the Montgomery GI Bill (MGIB). CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 2 November 2004 and was honorably discharged on 20 October 2006 after completing 4 years, 11 months, and 19 days of active military service. 2. The box for "NO" is marked in item 15a (Member Contributed to Post-Vietnam Era VEAP) of her DD Form 214. 3. The Post-Vietnam Era VEAP was an educational assistance program available to service members who entered service between 1 January 1977 and 30 June 1985 and who elected to make contributions from their military pay to participate in the program. 4. Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, or release from active duty service or control of the Active Army. It establishes standardized policy for preparing and distributing the DD Form 214. It states block 15a will be marked "NO" for any Soldier who enlisted after 1985. DISCUSSION AND CONCLUSIONS: 1. The applicant first entered military service on 2 November 2004. The VEAP ended on 30 June 1985. Army Regulation 635-5 specifically provides that "NO" will be marked in block 15a for Soldiers who entered service after 1985. 2. Participation in the MGIB is not noted on the DD Form 214. The Department of Veterans Affairs administers this education benefit. She must contact that agency regarding her eligibility for the MGIB. 3. In view of the foregoing, there is no basis for granting the requested relief.
