MEMORANDUM FOR THE CHIEF OF STAFF
Under the authority of Section 1552, Title 10, United States Code, Air Force Instruction
36-2603, and having assured compliance with the provisions of the above regulation, the
decision of the Air Force Board for Correction of Military Records is announced, and it is
directed that:

MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR
Having carefully reviewed this application, we agree with the recommendation of the Air
Force Evaluation and adopt the rationale expressed as the basis for our decision that the applicant
has been the victim of either an error or an injustice. Therefore, under the authority delegated in
AFI 36-2603, the applicant's records will be corrected as set forth in the accompanying
Memorandum for the Chief of Staff signed by the Executive Director of the Board or his
designee.

SUBJECT: Application for Correction of Military Records,
USAFR (Deceased),
1. The requested correction cannot be accomplished administratively at this
headquartqs.
2. The applicant is requesting that her spouse’s record be corrected to show he was
physically disqualified from duty with the United States Air Force Reserve, was
under the Reserve Transition Assistance Program
transferred to the Retired Res,-
(RTAP) in accordance with the provkions of Title 10, United States Code (U.S.C.),
Section 12731% and elected full, immediate coverage in the Reserve Component
SurvivOr Benefit Plan (RCSBP).
3. The following is an analysis of the circumstances surrounding this case:
a. The member completed 15 years of satisfactory service, with the last 6 qualifying
years in a Reserve component, as of 2 March 1998, the close out date of his last
RetentionlRetirement (WR) year.
b. On 17 Apd 1998, the member suffered a cerebral vascular accident.

4. Recommendation: Recommend approval: If the member had not expired, the
cerebral vascular accident would have qualified him for transfer to the Retired Reserve
under the RTAP program due to a medical disqualification. If the decision is to grant the
relief sought, the member’s record should be corrected to show:

a. He was found unfit for duty with the Air Force Reserve, due to physical

b. He applied for, and was transferred to the Retired Reserve, eligible to receive
retired pay at age 60 per AFI 36-3209, Separation and Retirement Procedures for Air
National Guard and Air Force Reserve Members.
c. He elected hll, immediate coverage in the RCSBP for spouse only (Option CA),
per Title 10, United States Code, Section 1448 (a)(2)(b), effective 18 April 1998.
d. An adjustment to his ANG/USAFR Point Credit Summary (AF Form 526), to
correct it to show the reason for the AF Form 526 as transfer to the Retired Reserve.
