RESUME OF CASE: 
In  an  application  dated  5  February  1998,  applicant  requested 
Special Selection Board  (SSB) consideration for promotion by  the 
Calendar Year 1997C  (CY97C) Central Lieutenant Colonel Selection 
Board with the inclusion of the Meritorious Service Medal  (MSM), 
awarded for the period  15 July 1993 through 6 July 1995, in his 
Officer Selection Record  (OSR) . 
On  23  July  1998,  the  Board  considered  and  denied  applicant's 
request. 
The  Board  concluded  that  there  was  insufficient 
evidence  of  an  error  or  an  injustice  warranting  corrective 
action.  A complete copy of the Record of Proceedings is attached 
at Exhibit E. 
Applicant apparently e-mailed his rebuttal comments to the Board 
in February 1998; however, at the time his case was considered by 
the  Board,  the  comments  were  not  a  part  of  the  case  file. 
Applicant  has now provided these comments and his  case has been 
reopened for reconsideration (Exhibit F). 

THE BOARD CONCLUDES THAT: 
Sufficient  relevant  evidence  has  been  presented  to  demonstrate 
the existence of probable error or injustice.  It appears that as 
a result  of confusion caused by  the closing of the USAF Combat 
Rescue  School,  and  personnel  being  reassigned  to  other 
organizations,  not  everyone  was  submitted  for  an  end  of  tour 
decoration in a timely manner. 
In the instant case,  the USAF 
Weapons School apparently attempted to remedy the situation after 
applicant was assigned to it; however, the MSM was not finalized 
in  time  for  consideration  by  the  CY97C  board. 
Clearly,  the 
service  reflected  in  the  MSM  covered  a  time  period  well  in 
advance  of  the  CY97C  board  and  we  believe  it  should have  been 
reflected  in  his  record  when  he  was  considered  by  the  CY97C 
board.  While it cannot be conclusively determined whether or not 
the  absence  of  the  MSM  was  the  sole  reason  for  applicant's 
nonselection  for  promotion  by  the  board  in  question,  we  do 
believe  that  it  served  to  deprive  him  of  fair  and  equitable 

consideration.  Therefore, we recommend his  corrected record be 
considered by Special Selection Board for the CY97C board.

THE BOARD RECOMMENDS THAT: 
The pertinent military records of the Department of the Air Force 
relating to APPLICANT,  to include the Meritorious Service Medal, 
awarded  for  the  period  15  July  1993  through  6  July  1995,  be 
considered for promotion to the grade of lieutenant colonel by a 
Special  Selection  Board  for  the  Calendar  Year  1997C  Central 
Lieutenant Colonel Board.
