Selection Board (SSB) for the Calendar Year 1997C (CY97C) Major
Board.
APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be in error o r
unjust and the evidence submitted in support of the appeal are at
Exhibit A.
STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from
the applicant’s military records, are contained in the letter
prepared by the appropriate office of the Air Force. Accordingly,
there is no need to recite these facts ‘in this Record of
Proceedings.
AIR FORCE EVALUATION:
The Chief, Appeals and SSB Branch, Directorate of Personnel
Program Management , HQ AFPC/DPPPA, reviewed the application and
states that Officer Performance Reports (OPRs) are required to be
on file no later than sixty days after the closeout of the
report. The applicant‘s OPR closed 30 April 1997, it was not
required to be on file until 3 0 June 1997, therefore, not
required to be on file for the P0497C board. The applicant has
not shown that his evaluators made an attempt to have the OPR on

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the Air Force evaluation and states that
his records for the board was found to be incomplete due to the
following reasons: his rater informed him that the OPR was faxed
to meet the promotion board, a corrected OPR was in hisaecords
with the rater's signature missing, the IG's office found the
original OPR incorrectly written on the AF Form 707A. His desire
is to continue on active duty and fulfill God's call on his life
as a chaplain supporting the military members and their families.

THE BOARD CONCLUDES THAT:
The applicant has exhausted all remedies provided by existing

law or regulations.
2 . The application was timely filed.
3 . Sufficient relevant evidence has been presented to
demonstrate the existence of probable error or injustice. After
reviewing the evidence of record, we are persuaded that the
contested report would have been filed in applicant's record
prior to the convening of the selection board, had the report
been prepared properly. The contested report was not required to
be a matter of record at the time he was considered for
promotion; however, we note that the rating officials intent was
for the report to be filed prior to the selection board. In view
of the above and to offset any possibility of an injustice to the
applicant, we recommend that his record, to include the OPR
closing 30 April 1997, be considered for promotion to the grade
of major by Special Selection Board for the CY97C Major Board.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Officer
Performance Report (EPR) closing 30 April 1997, be considered for
promotion to the grade of major by Special Selection Board for
the CY97C Major Board.
