I do not concur with the recommendation that the characterization of service should be General (Under Honorable Conditions) and that his discharge be suspended for 12 months. A discharge under The Board found that the applicant’s high conduct and efficiency ratings likely mitigated against his receiving a discharge under other than honorable conditions, which would be more commonly awarded for his offense.
