2. The Board, consisting of Messrs
reviewed Petitioner's
May 2010 and, pursuan
corrective action indicated below should be cake
available evidence of record. Documentary material considered by
the Board consisted of the enclosures, naval records, and
applicable statutes, regulations and policies.
3. The Board, having reviewed all the facts of record pertaining
to Petitioner's allegations of error and injustice, finds as
- €ollows:
a. Before applying to this Board, Petitioner exhausted all
administrative remedies available under existing law and
regulations within the Department of the Navy.
p. Petitioner enlisted in the Navy on 19 April 1988. On 23
October 1991 she passed the HM3 examination but was not advanced.
She was honorably released from active duty and transferred to
the Navy on 48 April 1992 in pay grade E-3. She was assigned 4
reentry code of RE-4.
c. Individuals serving in pay grade E-3 who failed to meet
professional growth criteria for the first enlistment but were
eligible in all other respects and recommended for advancement
may be assigned a reentry code of RE-3R.

Board concludes that Petitioner's request warrants favorable
action. The Board conciudes that a reentry code of RE-3R should
now be assigned since she was recommended for reenlistment and
advancement at her discharge as evidenced by her taking a petty
officer examination.
RECOMMENDATION:
a. That Petitioner's naval record be corrected to show that on
18 April 1992, she was assigned a reentry code of RE-3R.
b. That a copy of this Report of Proceedings be filed in
Petitioner's naval record.
4. It is certified that a quorum was present at the Board's
review and deliberations, and that the foregoing is a true and
complete record of the Board's proceedings in the above entitled

5. Pursuant to the delegation of authority set out in Section
6(e) of the revised Procedures of the Board for Correction of
Naval Records (32 Code of Federal Regulations, Section 723.6(e))

authority of reference (a), has been approved by the Board on
behalf of the Secretary of the Navy.

Pursuant to the provisions of reference (a), Petitioner, a former enlisted member of the Navy, filed enclosure (1) with this Board requesting that his reenlistment code be changed. In order to receive an RE-3R reenlistment code, a Sailor must be recommended for advancement or be promotable. Based on the foregoing, the Board concludes that Petitioner’s record does not warrant the worst reenlistment code of RE-4, and that code should be changed to RE-3R.
