This is in reference to your application for correction of your
naval record pursuant to the provisions of title 10 of the United
. States Code section 1552.
A three-member panel of the Board for Correction of Naval
Records, sitting in executive session, considered your
application on 6 May 2009. Your allegations of.error and
injustice were reviewed in accordance with administrative
regulations and procedures applicable to the proceedings of this
Board. Documentary material considered by the Board consisted of
‘your application, together with all material submitted in support
thereof, your naval record and applicable statutes, regulations
and policies.
After careful and conscientious consideration of the entire
record, the Board found that the evidence submitted was
insufficient to establish the existence of probable material
error or injustice.
You enlisted in the Marine Corps Reserve on 5 March 1955 at age
17. During the next five years, you attended the required drills
and performed 15 days of annual training every year. You then
transferred to inactive status and were honorably discharged on 4
March 1963.
In your application you are requesting that a DD Form 214 be
issued so that you will be considered a veteran for benefit
purposes. Please be advised that there is no requirement to
issue a DD Form 214 to reservist unless they complete a period of
active service of 90 days or more. As indicated, you completed
five separate 15 day periods of annual training. Therefore,
there is no basis for the issuance of a DD Form 214 in your case.
Since you have been treated no differently from other reservists
in your situation, the Board could not find an error or injustice
in your case.
Accordingly, your application has been denied. The names and
votes of the members of the panel will be furnished upon request.
It is regretted that the circumstances of your case are such that
favorable action cannot be taken. You are entitled to have the .
Board reconsider its decision upon submission of new and material
evidence or other matter not previously considered by the Board.
Jn this regard, it is important to keep in mind that a
presumption of regularity attaches to all official records.
Consequently, when applying for a correction of an official naval .
record, the burden is on the applicant to demonstrate the
“existence of probable material error or injustice.

In the case of disability, the DD 214 will show active duty for only the period for which the member was ordered to active duty for training. The DD 214 will be issued to: (1) Personnel Released from Active Duty. The form will be prepared for personnel being separated from a period of active du* for training, full-time training duty, or active duty for special wo&k when the period of service was 90 days or more.
