that all of his offenses resulted from a serious problem with
alcohol which had its onset prior to his enlistment. Due to his
three NUJPs Petitioner was separated with an other than honorable
(OTH) discharge. At the time of his separation he had served
over three years of his four year active duty obligation.

d. In the 20 years following his discharge it appears that

Petitioner has overcome his problems with alcohol and
established himself as a well respected member of his community.

CONCLUSION:

Upon review and consideration of all the evidence of record, the
Board concludes that as a matter of clemency Petitioner’s OTH

discharge should be upgraded to general. The Board’s
recommendation is based on (1) the minor nature of his offenses

which were the result of alcohol abuse (2) the fact that he
completed over three years of active duty and (3) in the 20 plus
years he that has had to carry the stigma of an OTH discharge he
established himself as a valued member of his community.
Accordingly, the Board believes that the interests of justice
would be better served by granting his request.

RECOMMENDATION :

a. That Petitioner's naval record be corrected to show that on
1 March 1988 he received a general discharge under honorable
conditions in lieu of the other than honorable actually issued

on that date.

b. That upon request, the Department of Veterans' Affairs be
informed that Petitioner's request was received by the Board on
12 November 2007.

c. That a copy of this Report of Proceedings be filed in
Petitioner's naval record.

4. It is certified that a quorum was present at the Board's
review and deliberations, and that the foregoing is a true and
complete record of the Board's proceedings in the above entitled

matter.

5. Pursuant to the delegation of authority set out in Section
6(e) of the Procedures of the Board for Correction of Naval
Records (32 Code of Federal Regulations, Section 723.6(e)), and

provisions of reference (a), has been approved by the Board on

behalf of the Secretary of the Navy.
