This is in reference to your application, DD Form 149, which was received by the Board on 23 January 2004.

Please be advised that misspellings of names and incorrect dates on the DD Form 214 can be administratively corrected by the custodian of your service record, if other documents in the record support such a correction.

Your requests for corrective action and the appropriate courses of action are as follows:

-        Your middle name is misspelled and this item may be administratively corrected without Board action.

-~ The record shows that your date of birth is 26 March 1933. In this regard, the recruiter stated that he verified this date by sighting your birth certificate. If you have that your record can be administratively corrected.

-        As indicated in the enclosure, your DD Form 214 has been corrected to show the Korean Service Medal with one bronze star, the United Nations Service Medal, Republic of Korea Presidential Unit Citation and Republic of Korean War Service Medal.

-        Some documentation in your record shows that you were discharged on 13 July 1954 and other documentation states that you were discharged on 14 July 1954. If you have other evidence to support the 14 July 1954 date, it may be that your record can be administratively corrected. Given the passage of time no other documentation is available to the Department of the Navy.

If you are informed that administrative corrections of your DD Form 214 are not possible, you may reapply to the Board on any of these issues. Therefore, you should submit a request for correction on these issues to the Navy Personnel Command, Retired Records Section (NPC 313E), 9700 Page Boulevard, St. Louis, Missouri 63132-5100. Given the passage of time, the burden is on you to provide evidence to support the corrective action if it is unclear from the record.

Concerning your request for an explanation of the reason for your discharge, please be advised that the documentation to support your administrative discharge is not filed in your record. Further, the entry in the “reason and authority” block of your DD 214 references a 50-year old instruction that is not available to the Board. Therefore, the issue of the reason for your discharge cannot be resolved at this time.

In view of the foregoing, it appears that your various requests are primarily of an administrative nature and action by the Board is not warranted at this time. Therefore, your case is hereby administratively closed without action .
