Pursuant to the provisions of reference (a), Subject hereinafter referred to as Petitioner,
filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be
corrected to show that he elected to participate in the Veteerans Educational Assistance
Program when first eligible.
2. The Board, consisting of Messrs. Cooper, Frankfurt, and Washington, reviewed
Petitioner’s allegations of error and injustice on 28 May 2003 and, pursuant to its regulations,
determined that the corrective action indicated below should be taken on the available
evidence of record. Documentary material considered by the Board consisted of the
enclosures, naval records, and applicable statutes, regulations and policies.
3. The Board, having reviewed all the facts of record pertaining to Petitioner
of error and injustice, finds as follows:

available under existing law and regulations within the Department of the Navy.

Upon review and consideration of all the evidence of record, and especially in light of

RECOMMENDATION:
That Petitioner’s naval record be corrected, where appropriate, to show that on 29 June 1985
prior to the expiration of the VEAP Program he executed a VEAP Enrollment Form (DD
Form 2057) and this election form reflects that he elected to participate in the VEAP Program
with a $25.00 contribution.
