Pursuant to the provisions of reference (a), Subject hereinafter referred to as Petitioner,
filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be
corrected to show that orders transferring Petitioner to the Fleet Reserve were issued
prior to 18 July 2002 and to show that he is entitled to an incentive allowance for
participating in the Do-It-Yourself (DITY) Program to move his household goods
(HHGs).
2. The Board, consisting of Messrs. Exnicios, Harrison, and Pfeiffer, reviewed Petitioner
allegations of error and injustice on 29 October 2002 and, pursuant to its regulations,
determined that the corrective action indicated below should be taken on the available
evidence of record. Documentary material considered by the Board consisted of the
enclosures, naval records, and applicable statutes, regulations and policies.

3. The Board, having reviewed all the facts of record pertaining to Petitioner
of error and injustice, finds as follows:

a. Before applying to this Board, Petitioner exhausted all administrative remedies
available under existing law and regulations within the Department of the Navy.
b. After reviewing the correspondence attached as enclosure
that the request has merit and warrants favorable action.

CONCLUSION
Upon review and consideration of all the evidence of record, and especially in light of the
contents of enclosure
following corrective action.
(2), the Board finds the existence of an injustice warranting the
RECOMMENDATION:
That Petitioner’s naval record be corrected, where appropriate, to show that:

a. The orders which transferred Petitioner to the Fleet Reserve were issued on
8 July
2002 vice any other date.
b. On 9 July 2002 he executed the appropriate documents whereby he voluntarily
elected to participate in the DITY Program to move his
July 2002 authority for Petitioner to participate in the DITY Program was granted by the
appropriate authorities and the proper documents were prepared to show that government
procured equipment for the DITY move was obtained through the appropriate naval
authorities and used by the Petitioner vice that he personally obtained and used rental
equipment.

(NOTE: Petitioner will mail a copy of this letter, a copy of the orders transferring him to the
Fleet Reserve, and copy of each receipt pertaining to the move to the Naval Transportation
Support Center, Personal Property Audit Division, 1667 Piersey Street, Norfolk, VA 23511-
2806. That office will compute any monies due and notify DFAS Denver of the amount due
to Petitioner.)
C. That a copy of this Report of Proceedings be filed in Petitioner
’s naval record.

Pursuant to Section 6(c) of the revised Procedures of the Board for Correction of Naval
Records (32 Code of Federal Regulations, Section 723.6(c)) it is certified that quorum was
present at the Board ’s review and deliberations, and that the foregoing is a true and complete
