Pursuant to the provisions of reference (a), Subject hereinafter referred to as Petitioner,
filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be
corrected to show Enlistment Bonus (EB) entitlement..

Petitioner’s allegations of error and injustice on 20 August 2002 and, pursuant to its
regulations, determined that the corrective action indicated below should be taken on the
available evidence of record. Documentary material considered by the Board consisted of the
enclosures, naval records, and applicable statutes, regulations and policies.

3. The Board, having reviewed all the facts of record pertaining to Petitioner
of error and injustice, finds as follows:

a. Before applying to this Board, Petitioner exhausted all administrative remedies
available under existing law and regulations within the Department of the Navy.

That Petitioner’s naval record be corrected, where appropriate, to show that his enlistment of
20 June 2000 is under the provisions of the EB program for the Nuclear Power Field,
BUPERS message 0516502 OCT 99, in the amount of
Navy College Student Headstart (NAVY-CASH) Program from 20 June 2000 till 4 February
2001. On 5 February 2001 he shipped to recruit training and it is this date that his EB is
based on.
