1. Pursuant to the provisions of reference (a), Subject hereinafter referred to as Petitioner,
filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be
corrected to show Petitioner is entitled to per diem for the period he was attending the
Personnel Officer Course at Camp Lejeune, NC.

2. The Board, consisting of Messrs. Kastner, 
allegations of error and injustice on 1 August 2000 and, 
determined that the corrective action indicated below should be taken on the available
evidence of record. Documentary material considered by the Board consisted of the
enclosures, naval records, and applicable statutes, regulations and policies.

3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations
of error and injustice, finds as follows:

a. Before applying to this Board, Petitioner exhausted all administrative remedies

available under existing law and regulations within the Department of the Navy.

In correspondence attached as enclosure

subject matter addressed in Petitioner’s application has commented to the effect that the
request has merit and warrants favorable action.

Petitioner graduation from the Personnel Officer Course on 16 July 1999 and the

appropriate naval authorities issued a follow-on endorsement on 16 July 1999 to direct
Petitioner to report to the 2d Marine Division for permanent duty. End assignment orders
could not be issued until after Petitioner graduated from the Personnel Officer Course.

d. Petitioner occupied the BOQ during the period of TAD but did not utilize the

government dining facilities.

(NOTE: Petitioner should go to the closes facility which can compute travel vouchers and
ask them to compute monies due for this action, Petitioner must present to the Agency
computing the money due a copy of all previous vouches pertaining the period of TAD, any
vouchers pertaining to the PCS move, and a copy of this action. The  Agency making the
