1. Pursuant to the provisions of reference (a), Subject hereinafter referred to as Petitioner,
filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be
corrected to show he entitled to reimbursement for no more that what it would have cost the
(HHGs) from Alaska, his Home of Record, to his
government to move his household goods 
first duty station.

2. The Board, consisting of Messrs. Frankfurt, Neuschafer, and Ms. Davies, reviewed
Petitioner’s allegations of error and injustice on 22 May 2001 and, pursuant to its
regulations, determined that the corrective action 
available evidence of record. Documentary material considered by the Board consisted of the
enclosures, naval records, and applicable statutes, regulations and policies.

a. Before applying to this Board, Petitioner exhausted all administrative remedies

available under existing law and regulations within the Department of the Navy.

#3230, pertaining to active duty for Petitioner was issued on

” 12 May 2000 ” vice any other date. The orders contained the statement that in the event
Petitioner was unable to finish training he must consider the orders null and void. The
HHGs from Fairbanks, AK, his HOR, to NNPTC,
Orders authorized Petitioner to ship 
Charleston, SC, his first duty station. Petitioner signed a statement that in the event his
orders were cancelled or revoked that he would personally incur cost of any claims filed
against

b. On 12 May 2000 Petitioner executed the
