Subject’s naval record

Pursuant to the provisions of reference (a), Subject hereinafter referred to as Petitioner,
filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be
corrected to show advancement to a higher paygrade..

2. The Board, consisting of Messrs. Mathews, Dunn, and Ms. Madison, reviewed
Petitioner’s allegations of error and injustice on 5 January 1999 and, pursuant to its
regulations, determined  
available evidence of record. Documentary material considered by the Board consisted of the
enclosures, naval records, and applicable statutes, regulations and policies.

MENDATION:

That Petitioner’s naval record be corrected, where appropriate, to show advancement to
paygrade E2 effective 14 February 1997 and advancement to paygreade E3 effective 16
November 1997.
