Issues: The applicant states: "Since my discharge from the Army, I have dedicated myself to improving every aspect of my life that lead to my discharge. In 2001, I graduated from [ redacted] College with a degree in Information Systems / Network Administration and Support. Since 2004, I have worked as a military contractor at Ft. Bragg, initially with [redacted], originally hired as a mechanic - helper. In the 7 years since I was hired, I have progressed to my current position as the Production Control Manager, overseeing all maintenance operations. I am also the North Carolina director [redacted]. [redacted] is an organization dedicated to preserving the memories of our fallen heroes and ensuring the families of these brave men and women they will never be forgotten. I served my country honorably and unwavering, to include two deployments during Operation Desert Storm and Provide Comfort. I am hoping that my entire career in the Army will not be focused on two events, that I take fill responsibility for, but for my dedication and love for my country. I am requesting the change in discharge from General Under Honorable Conditions to an Honorable Discharge to allow me the opportunity to continue to serve my country through the GS field, continue to provide the dedicated support that our war fighter deserves and continue to progress my career to allow me to provide the type of life that my family deserves."

VI. Facts, Circumstances, and Legal Basis for Separation
a. Facts and Circumstances:
The applicants record is void of the specific facts and circumstances concerning the events which led to the discharge from the Army. However, the record does contain a properly constituted DD Form 214 (Certificate of Release or Discharge from Active Duty), which was authenticated by the applicants signature.
The DD Form 214 indicates the applicant was discharged under the provisions of Chapter 14, AR 635-200, paragraph 14-12c, by reason of misconduct, with a characterization of service of general, under honorable conditions. Furthermore, the DD Form 214 shows a Separation Code of JKQ (i.e., misconduct-serious offense) with a reentry eligibility (RE) code of "3."
Further, evidence shows that on 7 May 1997, Orders 127-0291, DA HQ, 18th Personnel Services Battalion, Fort Bragg, NC, discharged the applicant from the Regular Army, effective date: 13 May 1997.
b. Legal Basis for Separation:
Army Regulation 635-200 sets forth the basic authority for the separation of enlisted personnel. Chapter 14 establishes policy and prescribes procedures for separating members for misconduct. Specific categories include minor disciplinary infractions, a pattern of misconduct, and commission of a serious offense, to include abuse of illegal drugs, convictions by civil authorities and desertion or absence without leave. Action will be taken to separate a member for misconduct when it is clearly established that rehabilitation is impractical or unlikely to succeed. Army policy states that an under other than honorable conditions discharge is normally considered appropriate; however, a general under honorable conditions or an honorable discharge may be granted.
c. Response to Issues, Recommendation and Rationale:
After a careful review of all the applicants available military records during the period of enlistment under review, the issues and document submitted with the application, the analyst found no mitigating factors that would merit an upgrade of the applicants discharge.
The applicants record is void of the specific facts and circumstances concerning the events that led to his discharge from the Army. However, the applicants record does contain a properly constituted DD Form 214 (Certificate of Release or Discharge from Active Duty), which was authenticated by the applicant's signature. This document identifies the reason and characterization of the discharge and the analyst presumed government regularity in the discharge process.

Therefore, based on the available evidence, the analyst presumes government regularity in the discharge process and concludes that it appears that the reason for discharge and the characterization of service were both proper and equitable and recommends to the Board to deny relief.
