Issues: The applicant states: "I finished boot camp and AIT at Fort Leonard Wood Missouri in the years of November 1998 thru April 1999, my DD 214 has a discharge of uncharacterized. I graduated from boot camp and AIT with no problem. I have recently re-enlisted back into the Army Reserves and I am entitled an enlistment bonus, but the pay center says my DD Form 214 has to say honorable discharge or I cannot get paid. I have tried retrieving all my orders and there is not a record of a discharge. I have only served in the reserves and never full."

VI. Facts, Circumstances, and Legal Basis for Separation
a. Facts and Circumstances:
The applicant's record is void of the orders releasing her from active duty training. However, the record does contain a properly constituted DD Form 214 (Certificate of Release or Discharge from Active Duty), which was authenticated by the applicants signature. The DD Form 214 indicates that she was released from the Regular Army under the provisions of Chapter 4, AR 635-200, by reason of completion of required active service, with a uncharacterized discharge. Furthermore, the DD Form 214 shows a Separation Code of MBK (i.e., completion of required active service).
b. Legal Basis for Separation:
Army Regulation 635-200, in effect at the time, set forth the basic authority for separation of enlisted personnel. Chapter 4 of that regulation provided, in pertinent part, for the separation of individuals at completion of required service (i.e., expiration term of service).
c. Response to Issues, Recommendation and Rationale:
After a careful review of all the applicant's available military records during the period of enlistment under review, the issues and documents submitted with the application, the analyst found no mitigating factors that would merit an upgrade of the applicant's discharge.
The evidence of record shows that the applicant, while in entry-level status, was released from active duty for training under the provisions of Chapter 4, AR 635-200, by reason of completion of required active service, with service uncharacterized.
The characterization of service for Soldiers separated under this provision of the regulation will normally be honorable, unless the Soldier is in entry-level status. A Soldier is in entry-level status for the first 180 days of continuous active duty. Army Regulation 635-200 also provides, except in cases of serious misconduct, that a Soldiers service will be uncharacterized when separated in entry-level status.
The evidence of record shows that the applicant entered ADT (981113) and was separated (990405), with the net service for the period of 04 Mos and 23 Day.
For ARNG Soldiers, entry-level status begins upon enlistment in the ARNG. For Soldiers ordered to IADT for one continuous period, it terminates 180 days after beginning training. For Soldiers ordered to IADT with a split or alternate training option, it terminates 90 days after beginning Phase II advanced individual training (AIT).
A fully honorable discharge may be granted only in cases which are clearly warranted by unusual circumstances involving outstanding personal conduct and/or performance of duty. The analyst determined that no such unusual circumstances were present in the applicants record and her service did not warrant an honorable discharge.
The analyst noted the applicant's issue that she graduated from BCT and AIT with no problems or issue, however, the applicant was in an entry-level status. An uncharacterized discharge is not an adverse separation action and denotes only that the individual had less than 180 days on active duty.
Furthermore, reference the applicant's issue about her bonus/finance issue, the correction the applicant requests to be made does not fall within the purview of this Board. The applicant may apply to the Army Board for Correction of Military Records (ABCMR), utilizing the enclosed DD Form 149 regarding this matter. A DD Form 149 may also be obtained from a Veterans' Service Organization.
In view of the aforementioned, the analyst determined the reason for discharge and characterization of service were both proper and equitable.
VII. Summary of Army Discharge Review Board Hearing
Type of Hearing: Date: 19 November 2010 Location: Washington, DC
Did the Applicant Testify? Yes No
Counsel: NA
Witnesses/Observers: NA
Exhibits Submitted: DD Form 149, letter from pay center stating the problem with the discharge, and DD Form 214 for the period of service under review.
VIII. Board Discussion, Determination, and Recommendation
After carefully examining the applicants record of service during the period of enlistment under review and considering the analysts recommendation and rationale, the Board determined that the discharge was both proper and equitable, and voted to deny relief.
