Issues: The applicant states: "I am requesting for the board to change my discharge to honorable due to emotional, psychological and financial hardships. During the time of my discharge, I was undergoing a divorce and trying to sell my home also I was also the guardian of my younger sister who was a senior in high school who was unable to make ends meet without my help. Unfortunately, at the time, I was also in between jobs and had to file unemployment. My leave of absence was very necessary to me at the time and it later lead to my discharge. Fortunately, I have been able to move past all these hardships. I am now trying to finish school to better my future, however, I am unable to take the benefits of the GI Bill due to my current discharge status and thus I am trying to see if there is anything that can be done."

a. Facts and Circumstances:
The applicants record is void of the specific facts and circumstances concerning the events that led to a discharge from the United States Army Reserve. However, on 24 April 2008, DA, HQ, Army Reserve Medical Command, Pinellas Park, FL, Orders 08-115-00016, discharged the applicant from the United States Army Reserve, effective date: 24 April 2008, with an under other than honorable conditions discharge.
b. Legal Basis for Separation:
Army Regulation 135-178 (Separation of Enlisted Personnel) provides for the separation of enlisted personnel of the Army Reserve and Army National Guard.
c. Response to Issues, Recommendation and Rationale:
After a careful review of all the applicants available military records during the period of enlistment under review and the issues she submitted with the application, the analyst found no mitigating factors that would merit an upgrade of the applicant's discharge.
The applicants record is void of the specific facts and circumstances concerning the events that led to a discharge from the United States Army Reserve. Accordingly, the applicant should contact a local office of the Department of Veterans Affairs for further assistance.
In view of the foregoing, and based on the available evidence, the analyst presumes government regularity in the discharge process and concludes that it appears that the reason for discharge and the characterization of service were both proper and equitable and recommends to the Board to deny relief.
