VI. Facts, Circumstances, and Legal Basis for Separation
a. Facts and Circumstances:
The applicant's record is void of the specific facts and circumstances concerning the events that led to her release from the Regular Army. However, the record does contain a properly constituted DD Form 214 (Certificate of Release or Discharge from Active Duty), which was authenticated by the applicant's signature. Her DD Form 214 indicates that she was released from the Regular Army under the provisions of AR 635-200, Chapter 4, by reason of completion of required active service, with service uncharacterized. Furthermore, the DD Form 214 shows a Separation Code of MBK (i.e., completion of required active service). The applicant was released from active duty training, with an effective date of: 23 January 1999, and tranferred to the 4223 USAH, 2101 Woolworth Ave, Omaha, NE 68108.
b. Legal Basis for Separation:
Army Regulation 635-200, in effect at the time, set forth the basic authority for separation of enlisted personnel. Chapter 4 of that regulation provided, in pertinent part, for the separation of individuals at completion of required service (i.e., expiration term of service).
c. Response to Issues, Recommendation and Rationale:
After a careful review of all the applicant's military records during the period of enlistment under review and the issue she submitted, the analyst determined the applicant's characterization of service was improper. Army Regulation 635-200, Chapter 4 states that a Soldier being separated upon expiration of enlistment or fulfullment of service obligation will be awarded a character of service of honorable, unless the Soldier is in entry-level status and service is uncharacterized. The analyst noted that the applicant had completed more than 181 days of continuous active military service, completed Initial Entry Training, been awarded an MOS, and reported for duty at a follow-on unit of assignment. Accordingly, the analyst recommends that the applicant's characterization of service be upgraded to fully honorable. However, the analyst determined that the reason for discharge was fully supported by the record and therefore, remains both proper and equitable.

IX. Board Discussion, Determination, and Recommendation
After carefully examining the applicant's record of service during the period of enlistment under review and considering the analyst's recommendation and rationale, the Board determined that the characterization of service was improper. Accordingly, the Board voted to grant relief in the form of an upgrade of the characterization of service to fully honorable. However, the Board determined that the reason for discharge was both proper and equitable, and voted not to change it.
