SECTION A-ANALYST’S ASSESSMENT
l. Facts and Circumstances:
a. The specific facts and circumstances pertaining to the
applicant’s discharge are not contained in the available records. The
record contains a properly constituted DD Form 214 (Certificate of Release
or Discharge from Active Duty) which was authenticated by the applicant.
His DD Form 214 indicates that he was released from active duty and
transferred to the Ready Reserve under the provisions of Chapter 13, AR 635-
200 by reason of unsatisfactory performance, with a characterization of
service of under other than honorable conditions.
On 6 June 2000, the applicant was honorably discharged from the Ready
Reserve upon the completion of his statutory service obligation.
b. On 7 February 1996, the applicant was released from active duty.
At the time of discharge, the applicant had completed 1 year, 11 months,
and 13 days of active military service in the period under review and had a
total of 3 years, 8 months and 3 days of active military service.
2. Legal/Regulatory Basis for Separation Action: Army Regulation 635-200
sets forth the basic authority for the separation of enlisted personnel.
Chapter 13 contains the policy and outlines the procedures for separating
individuals for unsatisfactory performance, to include separation for those
individuals who fail to maintain Army physical standards. Initiation of
separation proceedings is required for individuals without medical
limitations who have two consecutive failures of the Army physical fitness
test or who are eliminated for cause from Noncommissioned Officer Education
System courses unless the responsible commander chooses to impose a bar to
reenlistment per AR 601-280. Service of individuals separated because of
unsatisfactory performance will be characterized as honorable or under
honorable conditions as warranted by their military records.

(3) The issue is accepted. The Board carefully examined the
available record of service during the period of enlistment under review.
The Board noted from the limited evidence of record that at the time of
separation the applicant had completed nearly two years of service and
attained the rank of specialist/E-4. The official record revealed no
evidence of nonjudicial punishment, courts-marital, reductions in grade or
time lost due to AWOL. He was transferred to the Individual Ready Reserve
and was honorably discharged upon completion of his statutory service
obligation. Notwithstanding, the propriety of the applicant’s discharge,
the Board found that he had service of sufficient length and merit to
warrant a change in the discharge under review. In view of the foregoing,
the Board determined that the discharge is inequitable. Accordingly, the
Board voted to grant relief in the form of an upgrade of characterization
of service to fully honorable and a change in the narrative reason to
Secretarial Authority. This action includes a change in RE code to 1.

The applicant’s request pertaining to 18-days constructive service credit
does not fall within the purview of this Board. If the applicant desires
to pursue this matter he should address it with the Army Board for
