      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The application submitted by the applicant was unclear regarding the
specific error or injustice she was claiming, or the relief she expected.
However, because all the awards she listed on the application, with the
exception of the Overseas Service Ribbon (OSR), were included on her last
separation document (DD Form 214), her request was interpreted to be, in
effect, award of the OSR for her deployed service.

2.  The applicant states, in effect, she was deployed overseas twice.

3.  The applicant provides mobilization orders in support of her
application.

CONSIDERATION OF EVIDENCE:

1.  The applicant's record shows that she enlisted in the United States
Army Reserve on 25 April 2001.  She completed initial active duty training
(IADT) and was awarded military occupational specialty (MOS) 88M (Motor
Transport Operator) on 9 November 2001.  She was promoted to the rank of
specialist (SPC), the grade she currently holds, on 13 December 2003.

2.  On 7 February 2003, the applicant was ordered to active duty for 365
days in support of Operation Enduring Freedom.

3.  On 23 July 2003, the applicant was released from active duty (REFRAD)
after completing 5 months and 17 days of active military service.  The DD
Form 214 shows, in Item 12f (Foreign Service), that she completed 1 month
and 24 days of overseas service.  Item 18 (Remarks) contains an entry that
confirms she served in Southwest Asia from 28 February through 20 April
2003.

4.  On 7 December 2003, the applicant was ordered to active duty for 545
days in support of Operation Iraqi Freedom.

5.  On 5 February 2005, she was REFRAD after completing 1 year, 1 month,
and 29 days of active duty service during this period.  Item 12f of the DD
Form 214 she was issued at this time shows she completed 11 months and 22
days of overseas service.

6.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons
Awarded or Authorized) of the applicant's 5 February 2005 DD Form 214 shows
that during her military service tenure, she had earned the following
awards:  Army Commendation Medal (ARCOM); Army Reserve Components
Achievement Medal (ARCAM); National Defense Service Medal (NDSM); Global
War on Terrorism Expeditionary Medal (GWOTEM); Global War on Terrorism
Service Medal (GWOTSM); Armed Forces Reserve Medal (AFRM) with Mobilization
("M") Device; Army Service Ribbon (ASR); Army Lapel Button; and Driver and
Mechanic Badge.  Item 18 contains an entry confirming she served in Iraq
from 18 January 2004 through 19 January 2005.

7.  Army Regulation 600-8-22 (Military Awards) prescribes the Army's awards
policy.  Paragraph 5-4 contains guidance on the OSR.  It states, in
pertinent part, that it is authorized for completion of normal overseas
tours as defined in Army Regulation 614-30 (Overseas Service).  It
stipulates that the OSR will not be awarded for overseas service recognized
by another United States service medal.  It further states, in pertinent
part, that in order to qualify for the OSR, a member must have been
credited with a normal overseas tour completion.

8.  Army Regulation 614-30 (Overseas Service) provides policy and guidance
on the eligibility and selection criteria for overseas service and
establishment of tour lengths for overseas areas.  Table B-1 identifies the
normal with dependents or all others tour lengths by overseas area.  There
are no tour lengths identified for mobilized service in Southwest Asia or
Iraq.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's contention that she is entitled to the OSR, and the
supporting documents she submitted were carefully considered.  However,
there is insufficient evidence to support her claim.

2.  By regulation, in order to qualify for the OSR a member must have
completed a normal overseas tour as defined by Army Regulation 614-30.
Further, the OSR is not authorized for overseas service that is recognized
with another United States service ribbon.

3.  The evidence of record confirms the applicant completed two separate
periods of overseas service in a mobilization status in Southwest Asia and
then in Iraq.  However, both of these periods are properly documented in
Item 12f and 18 of the two separation documents issued for these periods of
active duty service.  Further, she was properly recognized for her service
in Iraq with the
GWOTEM, which is included in the list of awards contained on her 2005
DD Form 214.  As a result, there is an insufficient evidentiary basis to
support awarding her the OSR at this time.

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable
error or injustice.  Therefore, the Board determined that the overall
merits of this case are insufficient as a basis for correction of the
records of the individual concerned.
