The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. In three separate applications, the applicant requests, in effect, that
the Korea Defense Service Medal (KDSM), Global War on Terrorism Service
Medal (GWOTSM), and Cold War Service Medal (CWSM) be added to his record.
2. The applicant states, in effect, the awards in question were never
added to his record while he was serving on active duty.
3. The applicant provides a Separation Document (DD Form 214), Army
Achievement Medal Orders, and Certificate in support of his application.
CONSIDERATION OF EVIDENCE:
1. The applicant’s record shows he enlisted in the Regular Army and
entered active duty on 3 August 1983. He served in military occupational
specialty (MOS) 91S (Preventive Medicine Specialist), and the highest rank
he attained while serving on active duty was sergeant first class (SFC).
2. The applicant’s Personnel Qualification Record (DA Form 2-1) shows that
he completed an overseas tour in Korea from 16 May 1984 through 30 July
1986. It also shows that during his tenure on active duty, he earned the
following awards: Meritorious Service Medal (2); Army Commendation Medal
(3); Army Achievement Medal (3); Army Good Conduct Medal (6); National
Defense Service Medal (2); Southwest Asia Service Medal with 2 bronze
service stars; Humanitarian Service Medal; Noncommissioned Officer
Professional Development Ribbon with Numeral 3; Army Service Ribbon;
Overseas Service Ribbon (4); Multinational Force and Observer’s Medal (2);
Expert Qualification Badge with Rifle and Pistol Bars; Expert Field Medical
Badge; Driver and Mechanic Badge with Driver-W Bar; and Bronze German
Marksmanship Badge.
3. On 31 August 2003, the applicant was honorably separated, for the
purpose of retirement, after completing 20 years and 28 days of active
military service.
4. The Secretary of Defense approved the implementing instructions and
criteria for the KDSM on 3 February 2004. The KDSM is authorized to
members of the Armed Forces who have served on active duty in support of
the defense of the Republic of Korea from 28 July 1954 to a date to be
determined.
5. Human Resources Command Message (Date Time Group 17 March 2004)
disseminated implementing instructions for award of the GWOTSM. This award
is designated for Soldiers who have participated in or served in support of
the Global War on Terrorism (GWOT). All Soldiers on active duty, including
Reserve Component Soldiers mobilized or National Guard Soldiers activated,
on or after 11 September 2001 to a date to be determined having served 30
consecutive days or 60 nonconsecutive days are authorized this award.
6. Army Regulation 600-8-22 (Military Awards) contains the Army’s awards
policy and lists all authorized awards. The CWSM is not included in the
list of authorized awards contained in the awards regulation. An Army News
Service release, dated 23 January 2002, announced that the Department of
Defense would not be creating a CWSM, and Army officials confirmed that any
commemorative medals made by private vendors are not authorized to be worn
on the Army uniform.
DISCUSSION AND CONCLUSIONS:
1. The evidence of record confirms that based on his service in Korea and
the active duty service he performed after 11 September 2001, the applicant
is entitled to the KDSM and GWOTSM. Therefore, it would be appropriate to
add these awards to his record and separation document at this time.
2. The applicant’s request for the CWSM was also carefully considered;
however, although a Cold War Certificate was previously authorized,
Department of Defense did not create or authorize a CWSM, and none is
planned. As a result, there is an insufficient evidentiary basis to
support granting the requested relief on this issue.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief. As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by showing his entitlement to the Korea Defense
Service Medal and Global War on Terrorism Service Medal, and by adding them
to the list of awards contained on his DD Form 214; and by providing him a
correction to his separation document that includes these awards.
2. The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief. As a result,
the Board recommends denial of so much of the application that pertains to
a Cold War Service Medal.
