APPLICANT REQUESTS: In effect, that his record be corrected to show that he served in the Dominican Republic qualifying him for the Armed Forces Expeditionary Medal (AFEM).
APPLICANT STATES: In effect, that he wants his record to reflect that he earned the AFEM so that he can have the medal sent to him. He further states that he deserves this medal and his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) does not reflect it.
EVIDENCE OF RECORD: The applicant's military records show:
He enlisted into the Regular Army on 14 June 1962 for the period of 3 years.
He completed basic combat training (BCT) and advanced individual training (AIT) and was awarded military occupational specialty (MOS) 111.17 Light Weapons Infantry.
The applicant’s DA Form 20 (Enlisted Qualification Record) shows that he completed BCT and AIT at Fort Gordon, Georgia. He was assigned to several units located at Fort Bragg, North Carolina from December 1962 to
June 1965.
On 11 June 1965, the applicant was released from active duty and transferred
to the U.S. Army Reserve. He completed 2 years, 11 months and 28 days of creditable active service.
Army Regulation 600-8-22 provides, in pertinent part, for award of the Armed Forces Expeditionary Medal was authorized for U.S. military operation, U.S. operations in direct support of the United Nations, and U.S. operations of assistance for friendly foreign nations. It was awarded to service members
who served in Lebanon from 1 July to 1 November 1958, Berlin from 14 August 1961 to 1 June 1963, Congo from 23 to 27 November 1964, and who served in
Dominican Republic from 28 April 1965 to 21 September 1966.
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. In order to justify correction of a military record the applicant must show to the
satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy the aforementioned requirement.
2. The evidence of record does not support the applicant’s contention that he served in the Dominican Republic, therefore he is not qualified for the AFEM.
3. The DA Form 20 and DD Form 214, shows that the applicant did not serve in the Dominican Republic in support of the United Nations, and U.S. operations of assistance for friendly foreign nations. However, if the applicant can provide evidence to show he served in the Dominican Republic such as, orders or leave and earning statements he can apply for reconsideration.
4. In view of the foregoing, there is no basis for granting the applicant's request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
