Unknown: Mental status cleared applicant for separation.
900716: Physical examination cleared applicant for separation.
900730: Unit commander notified the applicant of initiation of separation
action under the provisions of Chapter 14, AR 635-200, for
misconduct - commission of a serious offense. He was advised of
his rights.

waived a hearing by a board of officers, and did not submit a
statement in his own behalf.
900730: Unit commander recommended separation with an under other than
honorable conditions discharge.

discharge.

2. Finding(s), conclusion(s), and reason(s) for the Board's decision(s) on issues of propriety and/or equity:

          a. Propriety:    The applicant has not submitted an issue of propriety and the ADRB has not otherwise relied upon an issue of propriety to change the discharge.

          b. Equity:       The parenthetical number(s) below correspond(s) to the                     issue numbers on the DD Form 293, or in Part VI, Paragraph                1, above.
Board Issue: (1) The characterization of service is too harsh.

 (1) The issue is accepted. The Board examined the evidence of record and noted that the applicant had over seven years of faithful and honorable service prior to the misconduct under review. The Board noted that the applicant had two previous periods of enlistment with honorable discharge certificates. The Board also noted the lack of any other derogatory information in the record and that the intermediate commander recommended a general, under honorable conditions, discharge. Considering all the facts of the case, the Board determined that the characterization of service was too harsh. Accordingly, the Board voted to grant partial relief in the form of a general, under honorable conditions, characterization of discharge. The Board was satisfied that the reason for discharge was proper and equitable and to change it would be inappropriate.
