         County for forgery.
         860717: Applicant was sentenced to four (4) years.
         860722: Unit commander notified the applicant of initiation of separation
         action under the provisions of Chapter 14, AR 635-200, for civilian
         conviction. He was advised of his rights.
         861010: Separation authority approved separation with an under other than
         honorable condition discharge.
         861103: Applicant was discharged.

         a. Propriety:    The applicant has not submitted an issue of propriety and the ADRB has not otherwise relied upon an issue of propriety to change the discharge.

         b. Equity:       The parenthetical numbers below corresponds to the issue numbers on the DD Form 293, or in Part VI, Paragraph 1, above.

(1-4) The issues are rejected. The applicant's discharge was appropriate because the quality of service at the time of discharge was determined to be inconsistent with the Army's standards for acceptable personal conduct and performance of duty by military personnel. By misconduct and poor duty performance, the applicant diminished the quality of service below that meriting a fully or general honorable discharge. The applicant provided no independent corroborating evidence demonstrating that either the command's action was erroneous or that the applicant’s service mitigated the misconduct or poor duty performance. The applicant’s record reflects extensive periods of absence without leave and a civilian conviction for forgery, for which he was administratively discharged. The Board, being convinced that the reason for discharge and the characterization of service were both proper and equitable, voted to deny relief.
