         950711: Mental status evaluation cleared applicant for separation.
         951010: Unit commander notified the applicant of initiation of separation
         action under the provisions of Chapter 13, AR 635-200, for
         unsatisfactory performance. He was advised of his rights.
         951013: Applicant acknowledged notification, waived legal counsel, waived a
                  hearing by a board of officers and did not submit a statement in his
                  own behalf.
         951010: Unit commander recommended applicant be separated from the Service.
         951017: Separation authority waived rehabilitation and approved separation
         with a general under honorable conditions discharge.
         951031: Applicant was discharged.

2. Finding(s), conclusion(s), and reason(s) for the Board's decision(s) on issues of propriety and/or equity:

         a. Propriety:    The applicant has not submitted an issue of propriety and the ADRB has not otherwise relied upon an issue of propriety to change the discharge.

         b. Equity:       The parenthetical numbers below corresponds to the issue numbers on the DD Form 293, or in Part VI, Paragraph 1, above.

(1) The issue is rejected. The record does not support the applicant's contention, and no evidence to support it has been submitted by the applicant, that financial or family problems adversely affected the applicant’s ability to serve in the military. Even if true, the Board was of the opinion that the applicant had many other legitimate avenues open to him without committing the serious offense which led to his discharge under review. Additionally, the Army Discharge Review Board cannot change your reenlistment code. To obtain a change in an RE code, the applicant should send a letter with supporting documentation directly to: Commander, US Army PERSCOM, ATTN: TAPC-EPR-P, 2461 Eisenhower Avenue, Alexandria, Virginia 22331-0450. To obtain a waiver for reenlistment, the applicant should contact a local Army recruiter for assistance. The Board found no evidence of arbitrary or capricious actions by the command. The Board was satisfied that all requirements of law and regulation were met and the rights of the applicant were fully protected throughout the separation process. The Board, being convinced that the reason for discharge and the characterization of service were both proper and equitable, voted to deny relief.
