THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


CONSIDERATION OF ADDITIONAL EVIDENCE:

14.  On 19 February 2015, new information was received from the applicant in regard to the decision of the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140005912, dated 3 December 2014.

15.  The evidence submitted consists of the applicant's argument that the ABCMR Record of Proceedings (ROP) pertaining to his application shows:

   a.  Headquarters, 173rd Airborne Brigade, General Orders Number 1569, dated 8 June 1968, awarded him the Army Commendation Medal with 'V' Device and the Board concluded he is entitled to correction of his DD Form 214 to add the award.  However, the award is not listed in the ROP Board Determination/ Recommendation section and it was not added to his DD Form 214.

   b.  He provided a citation showing that 4th Battalion, 503rd Infantry Regiment was awarded the Valorous Unit Award.  A review of Department of the Army Pamphlet 672-3 (Unit Citation and Campaign Participation Credit Register) by the ABCMR staff failed to confirm the unit award.  As a result, the Board denied his request pertaining to the Valorous Unit Award.

16.  The applicant provides a copy of U.S. Army Human Resources Command, Awards and Decorations Branch, Fort Knox, KY, memorandum, dated 
23 January 2013, that confirmed Headquarters, Department of the Army, Washington, DC, General Orders Number 25, dated 8 June 2001, awarded the 4th Battalion, 503rd Infantry, the Valorous Unit Award for service in the Republic of Vietnam.
17.  ABCMR ROP, Consideration of Evidence, paragraph 6 (page 2), in pertinent part, shows the applicant served in the Republic of Vietnam and was assigned to Company A, 4th Battalion, 503rd Infantry Regiment from 7 December 1967 to
5 June 1968.

18.  Headquarters, Department of the Army, Washington, DC, General Orders Number 25, dated 8 June 2001, awarded the 4th Battalion, 503rd Infantry (and  specified assigned or attached units) the Valorous Unit Award for extraordinary heroism in action in the Republic of Vietnam during the period 30 - 31 January 1968.

19.  A review of item 24 (Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized) of the applicant's 
DD Form 214, as corrected by a DD Form 215 (Correction to DD Form 214), issued by the Army Review Boards Agency on 26 January 2015, failed to show the "Army Commendation Medal with 'V' Device" or the "Valorous Unit Award."

ADDITIONAL DISCUSSION AND CONCLUSIONS:

7.  At the time of the decision of the ABCMR in Docket Number AR20140005912, dated 3 December 2014, it was the intent of the ABCMR to make the applicant's record as administratively correct as it should properly have been at the time.

8.  The ABCMR's decision in Docket Number AR20140005912 omitted and erroneously denied the applicant's request for award of the Army Commendation Medal with "V" Device and the Valorous Unit Award, respectively.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant amendment of the decision of the Army Board for Correction of Military Records set forth in Docket Number AR20140005912, dated 3 December 2014, to show that all Department of the Army records of the individual concerned be corrected by adding to item 24 of his DD Form 214 the:

* Army Commendation Medal with "V" Device
* Valorous Unit Award
