THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her records to show her home of record (HOR) as Kaneohe, HI.
 
2.  The applicant states the address recorded is incorrect.  It was a temporary address where she resided while attending school and working with her recruiter.  She did not want her documents sent to family because they were unaware of her application at the time.  She never had any of her belongings moved by the Army.  She was told not to worry by her recruiter and that the address could be changed at any time.

3.  The applicant provides:

* automobile insurance policy statement
* credit card statement
* Officer Record Brief (ORB) 

CONSIDERATION OF EVIDENCE:

1.  Item 18 (Permanent Address) of the applicant's DA Form 61 (Application for Appointment) shows an address in New York, New York.  She was appointed as a first lieutenant in the Regular Army on 8 January 2013.  She was assigned to Fort Hood, Killeen, Texas, effective 18 April 2013.  She was promoted to captain effective 1 March 2015.

2.  Her ORB, dated 2 March 2015, shows her HOR as New York and her mailing address as Killeen, Texas.

3.  She provided an automobile insurance policy statement for the period beginning 3 September 2014 showing her mailing address as Killeen, Texas.

4.  She provided a credit card statement for the period 15 December 2014 through 14 January 2015 showing her mailing address as Kaneohe, Hawaii.

5.  Army Regulation 601-280 (Army Retention Program) states the term "home of record" means the place (city and state or country) recorded as the home of the individual when commissioned, reinstated, appointed, reappointed, enlisted, reenlisted, inducted, or ordered into the relevant tour of active duty.  An HOR can only be changed if there is a break in service of more than 1 day or to correct an error.

6.  The Joint Federal Travel Regulation states the HOR is the place recorded as the home of the individual at the time of enlistment or induction.  There is no authority to change the HOR as officially recorded at the time of entry into military service.  However, there is authority to correct an HOR if erroneously entered on the records at that time and then only for travel and transportation purposes.  Correction of the HOR must be based on evidence that a bona fide error was made and the HOR as corrected must have been the actual home of the individual at the time of entry into the relevant period of service.  It may not be a place selected for the convenience of the Soldier.

DISCUSSION AND CONCLUSIONS:

The Joint Federal Travel Regulation provides that an HOR may only be corrected if a bona fide error can be established.  The applicant provided insufficient evidence to show her home was not New York at the time she was commissioned in January 2013.  Therefore, there is an insufficient basis upon which to change her HOR.
