		IN THE CASE OF:

		BOARD DATE:	  3 September 2015

		DOCKET NUMBER:  AR20150002232

THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1. Application for correction of military records (with supporting documents provided, if any).

2. Military Personnel Records and advisory opinions (if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the Army Commendation Medal (ARCOM).

2. The applicant states she received the ARCOM 5 days after the completion of her DD Form 214.

3.  The applicant provides:

* ARCOM Certificate
* DD Form 214

CONSIDERATION OF EVIDENCE:

1. The applicant was ordered to active duty as a member of the U.S. Army Reserve on 4 October 2013 in support of Operation Enduring Freedom. She held the rank of captain/O-3 and served in specialty 70B (Health Services Administration).

2. Her Official Military Personnel File (OMPF) contains four ARCOM certificates which cite the following Permanent Orders (PO) Numbers (#), announcing her receipt of this award on four separate occasions:

* 67th Combat Support Hospital, PO #268-46, dated 25 September 2002
* U.S. Army Medical Material Center, Europe, BPO #5-01, undated
*
U.S. Army Medical Material Center, Europe, BPO #227-01, undated
* 4204th U.S. Army Hospital, PO #13-264-01, dated 21 September 2013

3. On 3 October 2014, she was honorably released from active duty after completing 1 year of active service. Her DD Form 214 for this period of service shows award of the ARCOM (5th Award).

4. She provides an ARCOM certificate which shows it was awarded her for meritorious service. It also shows it was announced in Walson Medical Support Element, Joint Base McGuire-Dix-Lakehurst, New Jersey, PO #272-001, undated.

5. Army Regulation 600-8-22, paragraph 3-18 provides the regulatory criteria for award of the ARCOM. It states the ARCOM may be awarded to any member of the Armed Forces of the United States who, while serving in any capacity with the Army after 6 December 1941, distinguishes themselves by heroism, meritorious achievement, or meritorious service. An OLC will be issued to denote award of second and succeeding awards of this medal.

DISCUSSION AND CONCLUSIONS:

1. The applicant's contention that her DD Form 214 should be corrected to show an additional ARCOM was carefully considered. The evidence of record confirms her receipt of four ARCOMs and she now provides a different certificate evidencing her entitlement to a 5th award. However, her DD Form 214 currently lists the ARCOM (5th Award). Therefore, it appears her latest ARCOM is already reflected on her DD Form 214.

2. Based on the evidence of record in this case and the evidence the applicant provides, she is entitled to the ARCOM (5th Award). Absent additional evidence to show she earned additional ARCOMs, there is no basis upon which to grant the requested relief.

BOARD VOTE:

________  ________  ________  GRANT FULL RELIEF

________  ________  ________  GRANT PARTIAL RELIEF

________  ________  ________  GRANT FORMAL HEARING

____x___  ____x___  ____x____  DENY APPLICATION

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable error or injustice. Therefore, the Board determined that the overall merits of this case are insufficient as a basis for correction of the records of the individual concerned.
