THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that her DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show:

* item 18 (Remarks) her service in Somalia during the period 22 December 1992 - 9 April 1993
2. The applicant states that her service in item 11 of her DD Form 214 is not correctly translated from her Officer Record Brief (ORB) and the out-processing clerk did not make the corrections to her satisfaction. Additionally, her deployment to Somalia is not reflected on her DD Form 214.
3. The applicant provides copies of her DD Form 214, ORB, a memorandum, and orders indicating she is authorized to wear the Shoulder Sleeve Insignia Former Wartime Service (SSI-FWTS) and Overseas Service Bars.
CONSIDERATION OF EVIDENCE:
1. The applicant was commissioned as a Regular Army Transportation Corps second lieutenant upon graduation from the U.S. Military Academy at West Point, New York on 25 May 1988.
2. She served a tour in Germany and deployments to Somalia (from
22 December 1992 9 April 1993) and she served in the following specialties 88A, 88D, 90A, and 49E and she completed parachutist training. She was promoted to the rank of colonel on 1 October 2009.
3. On 31 October 2014, the applicant was honorably retired due to sufficient service for retirement. She had served 26 years, 5 months, and 6 days of active service. The DD Form 214 issued at the time of retirement reflects in item 11 that she served in specialties "88D 5P MOTOR/RAIL TRANS 7 YRS
4 MOS//49E OPNS RES, TEST AND EVALUATION 18 YRS 5 MOS." Her
DD Form 214 only shows a deployment to Kuwait from 21 October 1994
12 December 1994.
4. Army Regulation 670-1 (Uniforms and Insignia) governs the requirements for the Overseas Service Bar. It states a bar is authorized for wear for each period of active Federal service as a member of the U.S. Army outside of the continental limits of the United States for the specific time frames and areas of operation cited in Army Regulation 670-1 or appropriate Department of the Army message. There are special provisions regarding authorization for the Overseas Service Bar for service in a hostile fire zone and for combining service to calculate award of the bars. Overseas Service Bars are not entered on the DD Form 214 because they are an item of uniform wear and not an award or decoration.
5. Army Regulation 670-1 (Uniforms and Insignia) governs the requirements for wear of the shoulder sleeve insignia for former wartime service, commonly referred to as a combat patch. The regulation authorizes optional wear of the U.S. Army shoulder sleeve insignia of any former wartime unit in which a Soldier served during a period of eligibility. Periods of eligibility are announced by Department of the Army and only shoulder sleeve insignia approved for wear by Headquarters Department of the Army are authorized to be worn on the right sleeve of the Army Green and field uniforms to signify wartime service. There are no provisions for entering the shoulder sleeve insignia for former wartime service on the DD Form 214 as it is an item of uniform wear and not an award or decoration.
DISCUSSION AND CONCLUSIONS:
1. The applicants contentions and supporting documents have been noted and appear to have merit.
2. The applicant served in specialty 88D 5P, 88B, 90A, 49E, and 88A and these specialties should be reflected in item 11 of her DD Form 214.
3. The applicant also deployed to Somalia during the period 22 December 1992 9 April 1993 and that deployment should be reflected in item 18 of her DD Form 214.
