THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of item 7b (Home of Record (HOR)) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show New Jersey (NJ).

2.  He states:

	a.  the U.S. Military Academy (USMA) automatically assumed that his parent's home address in New York (NY) was his HOR. 

	b.  he was 17 years old, a new high school graduate, and living with his parents in West Point, NY when he started at the USMA as a cadet.

	c.  he left the USMA at age 19 and moved directly to Freehold, NJ.

3.  He provides no additional evidence.

CONSIDERATION OF EVIDENCE:

1.  The applicant does not appear to have an Official Military Personnel File (OMPF) and the integrated Personnel Electronic Records Management System (iPERMS) does not contain any records listing the applicant's name or social security number (SSN).  However, the Interactive Web System (IWS) did contain a file listing his name and SSN.

2.  The applicant's DD Form 214 shows he entered active duty on 2 July 2012 as a cadet and was assigned to the Cadet Detachment, USMA, West Point, NY.  He was discharged on 28 April 2014.  His DD Form 214 shows in:

	a.  item 7a (Place of Entry into Active Duty), West Point, NY.

	b.  item 7b (HOR at the Time of Entry), West Point, NY. 

3.  There is no evidence in his record nor did he submit any evidence that shows he changed his HOR or entered active duty in or lived in Freehold, NJ at the time he enlisted.

4.  Army Regulation 635-5 (Separation Documents) provides detailed instructions for completing separation documents, including the DD Form 214.  It provides guidance for the place of entry and HOR at the time of entry on active duty and states the source document for this information is the appointment document or the order to active duty that records the HOR.  This cannot be changed unless there is a break in service of at least 1 full day.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows his HOR was listed as West Point, NY, throughout his military service.  There is no evidence and he did not submit any evidence that shows his HOR was changed to Freehold, NJ, during his military service.

2.  In addition, the applicant stated that was living in West Point, NY when he became a cadet and moved to Freehold, NJ, directly after he was discharged. Accordingly, his HOR is correctly documented throughout his military record and there is no basis upon which to grant the requested relief.
