THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of his previous application to add the Army Commendation Medal (ARCOM) to his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge).

2.  The applicant states he was awarded the ARCOM on or about 14 April, 1971 for his service in the Republic of Vietnam (RVN).

3.  The applicant provides a photograph of him holding the ARCOM and photographs of the ARCOM certificate and citation.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20130004978 on 24 October 2013.

2.  The applicant has provided new evidence which will be considered by the Board.

3.  He enlisted in the Regular Army on 7 January 1969.  His DA Form 20 (Enlisted Qualification Record) shows he served in Vietnam from 18 June 1969 through 17 June 1970.

4.  A review of the Awards and Decorations Computer-Assisted Retrieval System (ADCARS), an index of general orders issued during the Vietnam era between 1965 and 1973 maintained by the Military Awards Branch of the U.S. Army Human Resources Command, found General Orders Number 6354, dated
18 June 1970, issued by Headquarters, Americal Division awarded the applicant the ARCOM for meritorious achievement in connection with military operations against a hostile force for the period 1 January through 30 April 1970.

5.  He was honorably released from active duty on 30 December 1971.  His 
DD Form 214 lists:

* National Defense Service Medal
* Vietnam Commendation Medal
* Good Conduct Medal

6.  On 17 October 2008 and 15 January 2014, he was issued DD Forms 215 (Correction to DD Form 214) which added the following:

* RVN Campaign Medal with Device 1960
* Driver's Badge
* Marksman Marksmanship Badge with Automatic Rifle Bar
* Expert Marksmanship Badge with Automatic Rifle and Rifle Bar
* Vietnam service Medal with three bronze service stars
* RVN Gallantry Cross with Palm Unit Citation

DISCUSSION AND CONCLUSIONS:

GO Number 6354 awarded him the ARCOM.  As such, it would be appropriate to correct his DD Form 214 to show this award.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined the evidence presented is sufficient to warrant amendment of the ABCMR's decision in Docket Number AR20130004978, dated 24 October 2013.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the Army Commendation Medal for the period 1 January through 30 April 1970 to his 
DD Form 214, dated 30 December 1971.
