THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his previous request for correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show award of the Army Commendation Medal.
2. The applicant states, in effect, his previous request did not contain the orders for this award. He lost the Army Commendation Medal and all the paperwork in a flood. This award was never recorded on his DD Form 214.
3. The applicant provides copies of the following:
* Army Commendation Medal citation
* General Orders (GO) Number 179
* alleged picture of himself
* previous Army Board for Correction of Military Records (ABCMR) Record of Proceedings
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20140001895 on 21 October 2014.
2. The applicant provides a copy of GO Number 179. This is new evidence that will be considered by the Board.
3. His military records show he enlisted in the Regular Army on 5 September 1967. He was awarded military occupational specialty 62J (equipment operator). He served in Vietnam from 20 February 1968 through 19 February 1969. He was assigned to Company B, 92nd Engineer Battalion.
4. He provided a copy of GO Number 1979 issued by Headquarters, 20th Engineer Battalion on 15 March1969 awarding him the Army Commendation Medal for meritorious service in Vietnam from February 1968 through February 1969. He also provided a copy of the resulting citation.
5. He was honorably released from active duty in pay grade E-4 on 5 June 1970 and transferred to the U.S. Army Reserve Control Group. He was credited with completing 2 years and 9 months of active service. His DD Form 214 lists the following awards and decorations:
* National Defense Service Medal
* Vietnam Service Medal
* Vietnam Campaign Medal with 1960 Device
* two overseas bars
* Army Good Conduct Medal (1st Award)
* Expert Marksmanship Qualification Badge with Rifle Bars (M-14 and M-16)
6. Item 41 (Awards and Decorations) of his DA Form 20 (Enlisted Qualification Record) lists all the awards listed on his DD Form 214.
7. Army Regulation 600-8-22 (Military Award) states a bronze star is authorized for wear on the Vietnam Campaign Medal to denote campaign participation. During the applicant's service he participated in the following four campaigns:
* Tet Counteroffensive (30 January - 1 April 1968)
* Vietnam Counteroffensive Phase IV (2 April - 30 June 1968)
* Vietnam Counteroffensive Phase V (1 July - 1 November 1968)
* Vietnam Counteroffensive Phase VI (2 November 1968 - 22 February 1969)
8. Department of the Army (DA) Pamphlet 672-3 (Unit Citation and Campaign Participation Credit Register) shows his unit the 92nd Engineer Battalion was cited for award of the:
* Meritorious Unit Commendation for the period 1 February through 30 September 1968 by Department of the Army (DAGGO) Number 42, dated 1969
* Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation for the period 3 August 1967 through 9 February 1970 by DAGO Number 43, dated 1970
9. DAGO Number 8, dated 1974, announced award of the Republic of Vietnam Gallantry Cross with Palm Unit Citation Palm for service in Vietnam to Headquarters, United States Army Vietnam and its subordinate units during the period 20 July 1965 through 28 March 1973.
DISCUSSION AND CONCLUSIONS:
1. GO awarded the applicant the Army Commendation Medal for meritorious service in Vietnam from February 1968 through February 1969. Therefore, his DD Form 214 should be corrected to show this award.
2. He served in Vietnam during four campaigns; therefore, he is entitled to award of four bronze service stars to be added to already-awarded Vietnam Service Medal and correction to his DD Form 214 to show these service stars.
3. GO awarded his unit the Meritorious Unit Commendation, Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation, and Republic of Vietnam Gallantry Cross with Palm Unit Citation during his period of service in Vietnam. Therefore, his DD Form 214 should be corrected to show these unit awards.
