		BOARD DATE: 5 May 2015

		DOCKET NUMBER: AR20140016740

THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1. Application for correction of military records (with supporting documents provided, if any).

2. Military Personnel Records and advisory opinions (if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests correction of item 12f (Foreign Service) of her DD Form 214 (Certificate of Release or Discharge from Active Duty), ending on 12 November 2013, to reflect her overseas duty.

2. The applicant states item 18 (Remarks) of her 2013 DD Form 214 shows she served in Qatar which is a designated imminent danger pay area.

3. The applicant provides a copy of her 2013 DD Form 214.

CONSIDERATION OF EVIDENCE:

1. The applicant enlisted in the Regular Army (RA) on 11 July 2001. She was awarded military occupational specialty (MOS) 92F (petroleum supply specialist). She was honorably released from active duty on 31 January 2005, by reason of pregnancy, and was transferred to the U.S. Army Reserve Control Group (Individual Ready Reserve). She was credited with completing 3 years, 6 months, and 20 days of active service.

2. She again enlisted in the RA on 23 April 2008 and 13 November 2009. She held MOS 92F. She was honorably discharged on 12 November 2013. She was credited with completing 5 years, 6 months, and 20 days of active service. Her DD Form 214 lists in:

* Item 12f (Foreign Service) – zero credit
* Item 18 (Remarks) – "Service in Qatar 20090315-20100315"
3. Army Regulation 635-5 (Separation Documents), in effect at the time, governed the preparation of the DD Form 214. It stated the DD Form 214 would be prepared for all personnel at the time of their retirement, discharge, or release from active duty. The regulation stated item 12f would list credit for all foreign service completed during the period covered by the DD Form 214.

DISCUSSION AND CONCLUSIONS:

The applicant served in Qatar from 15 March 2009 through 15 March 2010, a period of 1 year and 1 day. Therefore, item 12f of her DD Form 214 should be corrected to show a credit of 1 year and 1 day of foreign service credit.

BOARD VOTE:

BOARD DETERMINATION/RECOMMENDATION:

The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his foreign service. Since HFP/IDP is paid for the whole month regardless of the date the Soldier arrives in the HFP/IDP designated area and since his pay records show that he received HFP/IDP from September 2007 to January 2008, the applicant's period of service in Qatar is consistent with his pay records at DFAS. Therefore, there is sufficient evidence to show he served in...

She also requests correction of her Officer Record Brief (ORB) to show Qatar as her "last" assignment instead of showing it as the "current" assignment.
